Directive No. 14-DSB-DRO-2021, dated November 22
The Banco Nacional de Angola issued Directive No. 14-DSB-DRO-2021 to formally establish the list of relevant broadly diversified stock indices exempt from specific risk under market capital requirements. The directive mandates that financial institutions apply this Annex I list when calculating regulatory capital, thereby allowing them to disregard specific risk for the designated indices. It resolves interpretative ambiguities through the central bank and takes effect immediately upon publication on November 22, 2021.
GOVERNOR DIRECTIVA N.º 14/DSB/DRO-2021
Having the need to identify relevant broadly diversified stock indices not subject to specific risk; In accordance with the combined provisions of letters d) and f) of paragraph 1 of Article 31.º, and letter f) of paragraph 1 of Article 54.º, both of Law No. 24/21, dated October 18, the Law of the Banco Nacional de Angola, and Article 166.º of Law No. 14/21 dated May 19, the General Regime Law of Financial Institutions; This Directive serves to establish the following:
- The list of relevant broadly diversified stock indices, to which specific risk may be ignored in accordance with paragraph 7 of Annex III of Instruction No. 16/21, on Calculation and Requirement of Regulatory Capital for Market Risk, is contained in Annex I of this Directive, which forms an integral part.
- Doubts and omissions resulting from the interpretation of this Directive are resolved by the Banco Nacional de Angola.
- This Directive enters into force on the date of its publication.
