PALESTINE MONETARY AUTHORITY

Instructions No. (6) of 2016

Regarding Official Working Days and Hours for Specialized Lending Institutions

Based on the provisions of Legislative Decree No. (09) of 2010 concerning Banks, particularly Article (73) thereof, and the provisions of Decision No. (132) of 2011 on the Licensing and Supervision of Specialized Lending Institutions, particularly Article (35) thereof.

And in accordance with the powers delegated to us, and in pursuit of the public interest, we have issued the following instructions:

Article (1)

Scope of Application

The provisions of these instructions shall apply to all licensed "Specialized Lending Institutions" operating in Palestine.

Article (2)

Official Working Days

The official working days for all Specialized Lending Institutions shall be from Sunday morning until the end of business on Thursday.

Article (3)

Official Working Hours

1. Specialized Lending Institutions shall open their doors to the public during official working days from 8:30 AM until 3:00 PM, except on Thursday, when they shall close to the public at 2:00 PM.

2. Official working hours during the holy month of Ramadan shall be determined by a circular issued by the Palestine Monetary Authority for this purpose.

Article (4)

Official Holidays, Leave, and Emergencies

Specialized Lending Institutions shall be closed for two days during the week, namely Friday and Saturday, and during official holidays and leave, and in times of emergency, in accordance with the decision issued by the Palestine Monetary Authority on the matter.

Article (5)

Non-Mandatory Exceptional Working Hours

Specialized Lending Institutions may extend working hours beyond official hours, provided they notify the Palestine Monetary Authority thereof and specify the reasons for the extension. They may also open their premises on official holidays and leave days on an exceptional basis at their discretion, provided they obtain prior approval from the Palestine Monetary Authority and announce this to the public at the premises at the time.

Article (6)

General Provisions

1. All Specialized Lending Institutions must comply with the following:

   • Adherence to the official working days and hours stipulated in these instructions.

2. Take the necessary measures to amend their internal regulations and policies to align with the provisions of these instructions.

3. Take the necessary measures to inform the public dealing with Specialized Lending Institutions about the new working hours and days by announcing this in a prominent place at their premises and on the websites of the lending institutions.

Article (7)

Implementation and Enforcement

All relevant authorities shall implement the provisions of these instructions within their respective jurisdictions, and the provisions of these instructions shall apply from 2016/09/15.
