Chairman's Decision No. (1471) of 2023 on the Reconstitution of the Consulting Insurance Experts Registration Committee

The Financial Regulatory Authority issued Chairman's Decision No. 1471 of 2023 to reconstitute the Consulting Insurance Experts Registration Committee under Dr. Aslam Azzam, formally appointing six designated experts and regulatory officials to its membership. The reconstituted committee will issue binding decisions by a majority vote of attending members, with all outcomes recorded in minutes approved by the chair. This decree immediately repeals the prior Decision No. 1551 of 2023, takes effect upon issuance, and mandates all competent authorities to implement its provisions according to their respective jurisdictions.

Regarding the Reconstitution of the Consulting Insurance Experts Registration Committee

Chairman of the Financial Regulatory Authority Having reviewed Law No. 10 of 1981 issuing the Insurance Supervision and Regulation Law in Egypt and its amendments and executive regulations, and Law No. 10 of 2009 on regulating supervision over non-banking financial markets and instruments, and Presidential Decision No. 192 of 2009 issuing the Basic Statute of the Financial Regulatory Authority, and Chairman's Decision No. 1551 of 2023 regarding the formation of the Consulting Insurance Experts Registration Committee, and Chairman's Decision No. (1528) of 2023 regarding the determination of the competencies of Dr. / Chairman, and the Vice Chairmen and Assistants,

Article One

Reconstitution of the Consulting Insurance Experts Registration Committee, chaired by Dr. / Aslam Azzam – Deputy Chairman of the Authority and including in its membership the following:

  • Consultant / Rida Abdul Mu'ti Senior Advisor to the Chairman (Deputy Chairman of the Committee)

  • Dr. / Mohamed Ghazy Saber Professor of Insurance, Faculty of Commerce – Cairo University

  • Dr. / Lamia Mohamed Fared Abdul Karim Professor of Insurance, Faculty of Commerce – Cairo University

  • Dr. / Adel Mohamed Hussein Head of the Central Administration for Supervision and Regulation of Insurance Companies

  • Dr. / Suleiman Abdul Samad Suleiman Head of the Central Administration for Supervision and Regulation of Government Funds

  • Dr. / Mahmoud Mohamed Mahmoud Samaha Head of the Central Administration for Supervision and Regulation of Private Insurance Funds

  • Mr. / Gamal Ramadan Mohamed Badran Manager of the Department for Monitoring Licensing and Registration Conditions of Insurance Professionals

Article Two

The Committee issues its decisions by a majority of its attending members, and the Committee prepares minutes of the results, which are approved by its Chairman.

Article Three

The application of Chairman's Decision No. (1551) of 2023 is repealed as of the date of issuance of this Decision.

Article Four

This Decision shall be effective as of its date of issuance, and the competent authorities and administrations shall implement it according to their respective jurisdictions.
