Circular LISOL 1-1111 OPRAC 1-1290: Financing of the Non-Financial Public Sector. Program for the Issuance of Treasury Bills by the Province of Río Negro for the 2025 Fiscal Year

The Central Bank of the Argentine Republic issued Communication “A” 8275 to waive observations regarding financial entities’ acquisition of Treasury Bills issued by the Province of Río Negro for the 2025 fiscal year. The resolution permits these institutions to hold up to $60 billion in nominal circulating value under Provincial Law 5.752 and Treasury Secretariat conditions, while maintaining compliance with credit risk fragmentation rules. This directive applies to all intervening financial entities and operates within the existing non-financial public sector financing framework.

We address you to inform you that this Institution has adopted the resolution which, in its pertinent part, provides: “- No observations shall be made, within the framework of the restriction contained in point 2.1 of the text consolidated on Financing of the Non-Financial Public Sector, regarding financial entities acquiring Treasury Bills to be issued by the Province of Río Negro up to a nominal circulating value of $60,000,000,000 (sixty billion pesos) within the framework of the Program for the Issuance of Treasury Bills by the Province for the 2025 fiscal year, in accordance with what is provided by Provincial Law 5.752 and according to the conditions established in note NO-2025- 71538487-APN-SH#MEC of the Treasury Secretariat of the Ministry of Economy of the Nation, without prejudice to compliance by the intervening financial entities with the provisions on credit risk fragmentation set forth in that regulation.” We extend our respectful greetings.
