The Prudential Control and Resolution Authority (ACPR) mandates that credit institutions with housing loan exposures exceeding €4 billion on a consolidated basis must report monthly housing loan production data using the CREDITHAB table. The instruction specifies that submissions must be made in XBRL format to the Authority's General Secretariat by the last day of the month following the reporting period, with aggregated reporting handled by central bodies for affiliated networks. It also requires the initial submission in October 2011 to include historical data for 2010 and January through September 2011, either on a monthly or aggregated basis.
Instruction No. 2011-I-14 on the monitoring of risks on housing loans in France, amended by Instructions No. 2013-I-06 of 28 May 2013, No. 2019-I-08 of 26 March 2019 and No. 2020-I-02 of 21 February 2020 The Prudential Control Authority, Having regard to the Monetary and Financial Code, in particular Article L. 612-24 thereof; Having regard to the opinion of the Prudential Affairs Advisory Commission dated 21 September 2011; HAS DECIDED Article 1 For the purposes of this Instruction, the following terms shall be defined as follows: a) "subject institutions": credit institutions whose housing loan exposures measured on a consolidated basis exceed 4 billion euros as of the date of the last annual closing. For networks of credit institutions with a central body, within the meaning of Article L. 511-30 of the Monetary and Financial Code, the assessment of this threshold shall be made on an aggregated basis for all credit institutions affiliated to the central body; b) "housing loans": loans, whether subsidized or market-based, granted to resident individuals on national territory intended to finance the acquisition of housing in metropolitan France, including when these operations also aim, on an ancillary basis, to allow for repair, improvement, or maintenance work. Loans granted to professionals such as developers or property dealers, regardless of their legal form, and off-balance sheet commitments are excluded. Likewise, loans granted to real estate civil companies (SCI), regardless of their purpose, are excluded. Article 2 Subject institutions shall report their monthly housing loan production on the CREDITHAB table presented in the annex to this Instruction, in accordance with the provisions set out herein. The submission shall be made based on accounting and management information on a consolidated basis. For networks of credit institutions with a central body, the submission of data, on an aggregated basis for all affiliated credit institutions, shall be carried out by the central body. Submission adaptations, on a specifically defined perimeter of reporting entities within a network, may be adopted by 2 specific decision to meet the supervisory needs of the Prudential Control Authority. Article 3 The CREDITHAB table shall be sent to the General Secretariat of the Prudential Control and Resolution Authority in XBRL format on a monthly basis, no later than the last day of the month following the monthly closing date, according to the technical specifications necessary for their processing as defined by the General Secretariat of the Prudential Control Authority. Article 4 This Instruction shall enter into force on the date of its signature, with a first submission for the month of October 2011. Subject institutions shall submit, with the first submission, all or part of the information provided for in the CREDIT_HABITAT table for the years 2010 and January to September 2011, on a monthly basis or, failing that, aggregated.
