The Central Bank of Sri Lanka instructs all participating institutions to transition from the Online Electronic Bidding System to the Payment Originator option of the new Lanka RTGS System for Standing Deposit Facility placements. This operational change takes effect on 11 March 2024, requiring institutions to adhere to the existing 3:30 pm cut-off time for such transactions. The procedure for Standing Lending Facility placements via the Online Electronic Bidding System remains unchanged.

Transition to New RTGS System for Standing Deposit Facility (SDF) Placement
Effective from 11 March 2024, the Standing Deposit Facility (SDF) Placement Procedure via the Online Electronic Bidding System (OEBS) will be replaced by the Payment Originator (PO) option of the new Lanka RTGS System.
Accordingly, all Participating Institutions are instructed to utilise the PO option for SDF placements with effect from 11 March 2024 subject to the existing SDF cut-off time of 3.30 pm.
The Standing Lending Facility (SLF) placement procedure with the OEBS will remain unchanged.
