ACCOUNT DESCRIPTIONS
Section 1000 "Current Assets"
Account Group 1100 "Cash in hand" This group includes accounts for accounting of cash (in national and foreign currencies) held in the PSO/PO cashier's office, in payment terminals. Separate auxiliary books must be maintained for each currency. For financial reporting purposes, the balance of cash in foreign currency must be converted into som equivalent at the National Bank of the Kyrgyz Republic (hereinafter - National Bank) exchange rate as of the reporting date.
1110 "Cash in national currency" This account reflects cash balances, as well as the accounting of cash receipts and disbursements exclusively in national currency. Accounting for foreign currency on one account with national currency is not permitted. Upon receipt of cash by PSO/PO, the account is debited. Upon issuance of cash, the account is credited. The account must carry a debit balance.
1120 "Cash in foreign currency" This account accounts for balances of cash in foreign currency, as well as their receipt into the cashier's office and disbursement from it. Sub-accounts are opened for each type of currency. Initial entries on debit and credit sides of account 1120 are made both in foreign currency and converted into national currency at the exchange rate established by the National Bank on the day of the currency transaction.
On each reporting date, the balance of account 1120 "Cash in foreign currency", expressed in foreign currency, is recalculated at the National Bank's exchange rate as of that date, with the difference credited to account 6200 "Other operating income" or debited to account 7600 "Other production expenses".
Upon receipt of cash by PSO/PO, the account is debited. Upon issuance of cash, the account is credited. The account must carry a debit balance.
1130 "Money documents" This account accounts for highly liquid financial investments that can be easily converted into a predetermined sum of cash, subject to insignificant risk of value change. These include short-term government securities, short-term promissory notes, preferred shares acquired shortly before their announced maturity date, etc.
Upon purchase of money documents, the account is debited; upon realization, it is credited. The account must carry a debit balance.
1160 "Cash in payment terminals (PT)" This account accounts for balances and movements of cash in PT terminals. Upon loading cash into the terminal, the account is debited. Upon withdrawal of cash from the terminal (collection), the account is credited. The account must carry a debit balance.
Account Group 1200 "Cash at bank" This group includes accounts for accounting of cash in national and foreign currencies in bank accounts opened in the Kyrgyz Republic and abroad. Separate auxiliary books must be maintained for each bank account.
For financial reporting purposes, the balance of cash in foreign currency must be converted into som equivalent at the National Bank exchange rate as of the reporting date.
Operations on bank accounts are reflected in accounting based on bank statements and attached cash-settlement documents. Accounting is maintained separately for each account opened in banks.
1210 "Accounts in national currency" This account reflects cash balances, as well as the receipt and disbursement of funds in bank accounts exclusively in national currency. Accounting for foreign currency on one account with national currency is not permitted. Upon replenishment of the account, it is debited; upon withdrawal or transfer of funds, it is credited. 1220 "Accounts in foreign currency at local banks" This account accounts for cash in foreign currency in local banks. For each type of currency, accounting is maintained on separate sub-accounts.

1240 "Cash in banks, restricted for use" This account accounts for cash of PO in bank accounts that cannot be used within a period of no more than twelve months after the reporting date, as they serve as collateral, are compensating balances required to obtain and secure bank loans, bank guarantees, insurance deposits under payment acceptance agreements on behalf of suppliers of goods/services for the purpose of insuring possible risks, or are otherwise subject to legal restrictions.
Upon replenishment, the account is debited; upon withdrawal, it is credited. The account must carry a debit balance.
1250 "Cash in transit" This account accounts for cash in national and foreign currencies, collected from the PSO/PO cashier's office or payment terminals, but not yet credited to settlement accounts as of the reporting date. Upon collection from cashier's office, withdrawal of cash from bank account or payment terminal, the account is debited. Upon crediting funds to a bank account or cashier's office, it is credited. The account must carry a debit balance.
Account Group 1300 "Short-term investments" This group includes accounts for accounting of funds placed in local and foreign banks on deposit terms, loans granted to other persons, and short-term investments in subsidiaries for up to twelve months. Separate auxiliary books must be maintained for each deposit placed in different banks, loan granted, and investment. For financial reporting purposes, foreign currency deposits must be converted into som equivalent at the National Bank exchange rate as of the reporting date.
1330 "Loans granted" This account accounts for the amount of loans granted to other persons, excluding employees (loans may be granted by PSO/PO in compliance with Article 724 of the Civil Code of the Kyrgyz Republic). Upon granting a loan, the account is debited; upon receipt of funds from the borrower towards loan repayment, it is credited. The account must carry a debit balance.
1340 "Deposit accounts in national currency" This account accounts for funds placed in banks for storage in national currency. A sub-account is opened to this account for each placed deposit. Upon placing a deposit (replenishment), the account is debited. Upon reduction of the deposit (withdrawal), it is credited. The account must carry a debit balance.
1360 "Deposit accounts in foreign currency" This account accounts for funds placed in banks for storage in foreign currency. Upon placing a deposit, the account is debited. Upon reduction of the deposit, it is credited.
For each currency and for each deposit, a separate sub-account is maintained. The account must carry a debit balance.
1370 "Short-term investments in subsidiaries" This account accounts for short-term investments aimed at developing the activities of PSO/PO subsidiaries. Upon issuing funds to subsidiaries, the account is debited; upon repayment of invested funds by subsidiaries, it is credited. The account must carry a debit balance.
1390 "Other short-term investments" This account accounts for other investments with a term of up to twelve months after the reporting date. Upon issuing funds, the account is debited; upon repayment of invested funds, it is credited. The account must carry a debit balance.
Account Group 1400 "Accounts receivable" This group includes accounts for accounting of counterparty debts for services provided by PSO/PO, for sale of payment equipment and spare parts to them, or for manufacturing software for providing payment, clearing, and processing services.
1410 "Accounts receivable for goods and services" This account accounts for the amount of counterparty debts to PSO/PO. Separate sub-accounts are opened on this account for each group of persons (suppliers, agents, aggregators, etc.). Upon arising claims, the account is debited. Upon settlement of claims, it is credited. The account must carry a debit balance.
1491 "Reserve for uncollectible accounts receivable" This account accounts for the reserve created by PSO/PO for potential losses on uncollectible debts from accounts receivable. Upon recognizing accounts receivable as uncollectible, the account is credited. Upon writing off an uncollectible debt, it is debited. Upon receiving a previously written-off uncollectible debt, it is credited. The account must carry a credit balance.
Account Group 1500 "Accounts receivable from other operations" This group includes accounts for accounting of accounts receivable, excluding those reflected on account 1410 "Accounts receivable for goods and services".
1520 "Accounts receivable from employees and directors" This account accounts for accounts receivable of employees and officials arising in the course of performing their official duties and other types of operations. Upon issuing funds on account, the account is debited; upon repayment of advance sums by employees and officials, it is credited. The account must carry a debit balance.
1530 "Taxes paid in advance" This account accounts for the amount of taxes paid in advance before the due dates for tax payments. Upon arising a pre-paid tax, the account is debited. Upon arising income for financial reporting purposes, it is credited. The account must carry a debit balance.
1540 "Taxes refundable" This account accounts for the amount of VAT subject to refund. Upon accrual, the account is debited; upon write-off, it is credited. The account must carry a debit balance.
1550 "Interest receivable" This account accounts for the amount of interest due on deposits placed in banks, interest on existing debt securities, etc. Upon accrual of interest, the account is debited; upon receipt of interest from the bank, it is credited. The account must carry a debit balance.
