The National Bank of Angola, through its Financial Inclusion and Financial System Regulation departments, issued Directive No. 03/DIF/DRO-2021 to mandate banking financial institutions to report statistical data on Simplified Bank Accounts electronically via the Financial Institutions Portal (FIP) or Excel/XML formats. The directive establishes strict submission deadlines, data parametrization requirements, and compliance mechanisms, including penalties for non-compliance under the General Regime of Financial Institutions Law. It further clarifies reporting procedures to the General Tax Administration (AGT) and grants the National Bank of Angola authority to resolve interpretive ambiguities, with immediate effect upon publication.

GOVERNOR

DIRECTIVE NO. 03/DIF/DRO/2021 Whereas it is necessary to define the rules and procedures that Financial Institutions must observe for reporting statistical information on Simplified Bank Accounts to the National Bank of Angola, as provided in Article 11 of Notice No. 12/2020, dated April 27; In accordance with the combined provisions of Article 21 of Law No. 16/10, dated July 15, the National Bank of Angola Law, and Article 235 of Law No. 14/21, dated May 19, the General Regime of Financial Institutions Law, exercising the competence conferred upon me by Article 51 of Law No. 16/10, dated July 15, the National Bank of Angola Law. This Directive serves to establish the following:

  1. Banking Financial Institutions must submit to the National Bank of Angola statistical information on simplified bank accounts, as per Annex I - "Monthly Statistical Report Map for Simplified Bank Accounts", which is an integral part of this Directive.
  2. The statistical information established in paragraph 1 of this Directive must be reported electronically by 8:30 a.m. on the 8th day of the month following the reference period, using the Financial Institutions Portal (FIP), observing the provisions, requirements, and specifications for messages in XML format.
  3. For the purposes of the preceding paragraph, while the information parametrization in FIP for sending and receiving information is not yet available under this Directive, Banking Financial Institutions must submit to the National Bank of Angola in Excel format, using spaces as thousands separators and commas for decimals, via the electronic address: Div_Aval_Impacto@bna.ao
  4. Banking Financial Institutions must complete Annex II, which is an integral part of this Directive, and submit it to the General Tax Administration (AGT) in XML format via the electronic address: dcc.dca.agt@minfin.gov.ao, pursuant to paragraph 2 of Article 11 of Notice No. 12/2020, dated April 27.
  5. Non-compliance with this Directive constitutes an offense provided for and punishable under Law No. 14/21, dated May 19, the General Regime of Financial Institutions Law.
  6. Doubts and omissions arising from the interpretation of this Directive are resolved by the National Bank of Angola.
  7. This Directive enters into force on the date of its publication. Luanda, May 21, 2021.
