The Palestine Monetary Authority issued Circular No. 183/2021 to enforce compliance with existing ATM service instructions and mandate specific operational standards for bank ATM networks. The directive requires all operating banks to integrate cash and check deposit functionalities into domestic ATMs, ensure the dispensing of small Shekel denominations (minimum 50 NIS) across all machines, and expand service coverage to underserved residential areas. These measures aim to strengthen electronic payment adoption and maintain high-quality banking service delivery for customers.

Subject: ATM Service

In line with the Palestine Monetary Authority's policy and strategy to enhance the use of electronic means and maintain the quality of banking services provided by banks to their customers, we emphasize the following:

  1. The necessity to comply with Instructions No. (2012/04) dated 2012/05/21 regarding the ATM service.

  2. Banks must consider the following when preparing their plans related to the deployment of ATMs:

    • Providing cash deposit and check deposit services in domestic ATMs.
    • Providing small denominations of the Shekel currency, with a minimum denomination of 50 Shekels, in both domestic and international ATMs.
    • Serving areas and residential communities where the service is not currently available.
