The Central Bank of Sri Lanka issued Payment and Settlement Systems Circular No. 03 of 2026 requiring Licensed Operators of Mobile Phone based e-Money Systems to obtain declarations from all Board members and Senior Management. These declarations, which attest to the individuals' integrity and compliance with Financial Action Task Force standards, must be submitted to the Director of Payments and Settlements by March 31, 2026, and annually thereafter. The circular mandates that any new appointees submit declarations within fourteen days and prohibits individuals who fail to meet these requirements from exercising oversight or decision-making functions in e-money operations.
