The Bank of Uganda requires designated systemically important banks to submit their bottom-up stress test results using newly provided quantitative and qualitative templates aligned with FIA 2004 and IFRS 9 standards. Responding to participant feedback, the regulator has extended the submission deadline from April 22 to May 6, 2022. A virtual knowledge sharing meeting will be held on April 27, 2022 to address template queries and support the reporting process.

Circular to the Chief Executive Officers of Absa Bank, Centenary Bank, dfcu Bank, Stanbic Bank, and Standard Chartered Bank
DSIBs Bottom-Up Stress Test Results Submission
Reference is made to the Circular from Bank of Uganda (BOU) Ref: EDS.306.2 dated 23rd March 2022, forwarding the Baseline and Adverse stress test scenarios for the Bottom-Up Stress Testing (BUST) exercise and the detailed instructions thereof.
As communicated in the aforementioned circular, templates for reporting the results of the stress test were to be forwarded to all participating banks. The purpose of this circular is to forward to you the following said templates, in which the results should be reported for both the FIA (2004) and IFRS 9 standard:
a) A quantitative data template named “BOU BUST 2022_stress test results template”. DSIBs are to input the post-shock credit and market risk results in this template. Users are encouraged to refer to the Guidance Note for the template which is provided.
b) A qualitative submission template named “BOU BUST 2022_Qualitative Submission” where participating banks shall provide a summary and assessment of the stress testing process including assumptions and justifications considered to arrive at the results.
c) The completed templates should be shared by email to Mrs. Sharon K. Lwamafa (sklwamafa@bou.or.ug) with a copy to Ms. Pamela Kahwa (pkahwa@bou.or.ug), of the Financial Stability Department. The stated staff will also handle any follow up inquiries regarding the exercise.

In response to the feedback from some participating banks and owing to unavoidable delays, the deadline for submitting the stress test results has been pushed forward from April 22nd 2022 to May 6th, 2022.
In order to address any queries regarding the templates and to provide any further support required, BOU shall hold a virtual knowledge sharing meeting on Wednesday, April 27th, 2022 at 2:30pm. An invitation will be sent to the participants that attended the orientation and knowledge sharing session in October 2021.
