Instruction No. 2019-I-08 of March 26, 2019 amending Instruction No. 2011-I-14 of September 29, 2011 on the monitoring of risks on housing loans in France

The Prudential Control and Resolution Authority (ACPR) issued Instruction No. 2019-I-08 to amend the reporting framework for monitoring housing loan risks in France. The directive replaces the existing CREDITHAB data table with an updated annex that expands the scope of monthly indicators, including detailed breakdowns by borrower income, loan-to-value ratios, debt-to-income metrics, and guarantee types. This updated reporting requirement enters into force on March 1, 2020, requiring covered institutions to transmit data for January and February 2020 with their first submission.

The Prudential Control and Resolution Authority, Having regard to the Monetary and Financial Code, in particular Articles L. 515-13 to L. 515-39, as well as L. 612-24 and R. 515-2 to R. 515-17; Having regard to Instruction No. 2011-I-14 of September 29, 2011 on the monitoring of risks on housing loans in France, as amended by Instruction No. 2013-I-06 of May 28, 2013; Having regard to the opinion of the Prudential Affairs Consultative Committee of February 20, 2019, DECIDES

Article 1: The CREDITHAB table presented in the annex to Instruction No. 2011-I-14 is replaced by the table appearing in the annex to this Instruction;

Article 2: This Instruction enters into force as of March 1, 2020. The covered institutions transmit electronically, with the first submission, the data relating to the deadlines of January 31 and February 28, 2020.
