Bank of Zambia Request for Comments on Draft Insider Lending and Large Exposures Rules 2025

The Bank of Zambia has published draft Insider Lending and Large Exposures Rules 2025 to modernize its 1996 regulations and align with current market practices. All commercial banks and deposit-taking non-bank financial institutions must evaluate the proposed framework using the attached template and submit written feedback by June 6, 2025. Comments should be emailed to designated Bank officials at the Deputy Governor’s office for final review prior to regulatory implementation.

REQUEST FOR COMMENTS ON THE DRAFT INSIDER LENDING AND LARGE EXPOSURES RULES, 2025

Please note that the Bank of Zambia is in the process of reviewing and enhancing existing regulations in line with changes in the operating landscape and aligning to best practices.

In this regard, the Bank has reviewed, updated and enhanced the Banking and Financial Services Large Loan Exposures Regulations, 1996 and the Insider Lending Regulations, 1996. In this regard the Bank has developed draft regulations, namely the Banking and Financial Services Large Exposure Rules, 2025 and the Banking and Financial Services Insider Lending Rules, 2025.

The Bank of Zambia, therefore, requests your respective institutions to review and provide comments on the draft Rules in the format and manner outlined in the attached review template.

The comments should be submitted by June 6, 2025 to Ms. Chilufya Kabalika Kwenda via email at cnkabalika@boz.zm and/or Ms. Naomi Lungu at nlungu@boz.zm.
