Confirmation of the Application of the Law on Surveillance Cameras, Its Implementing Regulations, and Security Installation Requirements
The Saudi Central Bank mandates that all supervised financial institutions comply with the Law on the Use of Surveillance Cameras, its Implementing Regulations, and the associated security installation requirements and technical specifications. Financial institutions are classified as high-sensitivity entities required to install surveillance cameras according to site sensitivity, in alignment with the Financial Sector Safety and Security Guide. This circular requires continuous adherence to the guide’s standards and its periodic updates to ensure optimal security and safety across the financial sector.

To Whom It May Concern, Peace be upon you, the mercy of Allah and His blessings,
Subject: Confirmation of the Application of the Provisions of the Law on the Use of Surveillance Cameras, Its Implementing Regulations, the Document of Security Conditions and Requirements for the Installation of the Surveillance System, and the General Technical Specifications for Surveillance Camera Devices.
Based on the authorities vested in the Saudi Central Bank under relevant systems and regulations, and with reference to Royal Decree No. (M/34) dated 07/03/1446 AH, approving the Law on the Use of Surveillance Cameras, and to the Implementing Regulations issued by the Ministry of Interior under Decision No. (22688) dated 03/11/1446 AH, which stipulates in its fourth clause that the categories covered by the Law must install surveillance camera devices according to site sensitivity classification, with financial institutions classified as high-sensitivity entities, and to the Financial Sector Safety and Security Guide issued by SAMA Circular No. (210/8/67) dated 10/01/1442 AH, and in pursuit of achieving the highest safety standards.
Therefore, the Saudi Central Bank confirms the necessity of applying the provisions of the Law on the Use of Surveillance Cameras, its Implementing Regulations, the Document of Security Conditions and Requirements for the Installation of the Surveillance System, and the General Technical Specifications for surveillance camera systems, in addition to complying with the requirements of the aforementioned Financial Sector Safety and Security Guide and its subsequent updates.
