The Assembly of the Republic of Mozambique enacted Law No. 1/2018 to conduct a targeted revision of the national Constitution, aligning it with democratic consolidation, participatory democracy, and peace guarantees. The legislation amends, suppresses, and adds numerous constitutional articles, notably establishing a unitary state guided by decentralization and subsidiarity, redefining electoral principles, incompatibilities, and the competences of central and decentralized bodies. It introduces a dedicated title on decentralization, clarifies the roles of provincial and district authorities, strengthens local government autonomy, and updates provisions on the state's secular nature, international relations, and human rights protections.
