Instructions No. 1 of 2022 Regarding Cameras, Communication Mechanisms, and Employees

The Palestine Monetary Authority issued Instructions No. 1 of 2022 to regulate surveillance cameras, official communication channels, and employee data for licensed money changers. The directive mandates that cameras cover all premises including cash handling areas, retain footage for at least 30 days, and be reported if offline for more than a day, while requiring all official correspondence to occur via approved express mail, fax, or email. Additionally, money changers must submit comprehensive employee records and report any personnel changes immediately, with non-compliance subject to penalties under Decision No. 41 of 2016 and the repeal of two prior circulars.

Instructions No. (1) of 2022 Regarding Cameras, Communication Mechanisms, and Employees

Based on the provisions of Decision No. (41) of 2016 regarding the licensing and regulation of the money changing profession, particularly Article (21) thereof, and in accordance with the powers delegated to us, and in pursuit of the public interest, we have issued the following Instructions:

Article (1)

Objective and Scope of Application

  1. The provisions of these Instructions aim to regulate the requirements and controls related to cameras, communication mechanisms, and employees at money changers.
  2. The provisions of these Instructions apply to money changers licensed by the Palestine Monetary Authority.

Article (2)

Surveillance Cameras

Money changers must comply with providing surveillance cameras as follows:

  1. The cameras must be effective and cover all areas of the premises, especially the cash counters and main safe.
  2. Retain surveillance camera recordings for a period of no less than (30) days.
  3. Perform periodic maintenance of surveillance cameras to ensure their effectiveness and integrity.
  4. Notify the Palestine Monetary Authority in the event of surveillance camera failure for more than one day, and at the latest before the end of the next working day following the failure, with the necessity to work on repairing it immediately.

Article (3)

Communication Mechanism

  1. All correspondence between the Palestine Monetary Authority and the money changer must be through express mail, fax, or approved email.
  2. All correspondence issued by the Palestine Monetary Authority and addressed to the money changer in accordance with the provisions of paragraph (1) of this Article shall constitute sufficient evidence of receipt and shall be considered formally served.

  1. Money changers must immediately notify the Palestine Monetary Authority of any changes to fax numbers or email addresses, bearing all consequences in case of non-compliance.

Article (4)

Employees at Money Changers

Money changers must provide the Palestine Monetary Authority with data regarding their employees and report any changes thereto, with such data including (full name, ID number, educational qualification, appointment date, nature of work).

Article (5)

Penalties

Anyone violating the provisions of these Instructions shall be penalized in accordance with the provisions of Decision No. (41) of 2016 regarding the licensing and regulation of the money changing profession.

Article (6)

Repeal of Conflicting Provisions

  1. Circular No. (2020/37) dated 2020/02/13 regarding security and protection procedures is repealed.
  2. Circular No. (2021/124) dated 2021/06/02 regarding employees at money changing shops/companies is repealed.
  3. All provisions conflicting with these Instructions are repealed.

Article (7)

Implementation and Enforcement

All competent authorities shall, each within their respective purview, implement the provisions of these Instructions, which shall apply from the date of their issuance. Issued in the city of Ramallah on 8 / 01 / 2022.
