Bangladesh Bank has issued PSD-1 Circular Letter No. 01 mandating all commercial banks, mobile financial service providers, payment service providers, and payment system operators to replace all proprietary QR codes with the unified 'Bangla QR' at every merchant point on or before 30 June 2026. The directive requires institutions to ensure uninterrupted channel functionality through necessary technical support and interoperability, while enforcing regular monitoring to guarantee customer exposure and prohibiting the operation of competing payment channels at the same merchant locations. Issued under Section 18(2) of the Payment and Settlement Act, 2024, the circular stipulates strict compliance and outlines that violations will trigger appropriate legal action under Section 37(5) of the Act and related regulations.

Subject, Replacement of Proprietary QR with 'Bangla QR' at all Merchant Points.
In order to establish a single interoperable, secure, user-friendly and accessible digital payment ecosystem across the country, Bangladesh Bank has introduced 'Bangla QR' as a common digital payment scheme. In this regard, your kind attention is invited to PSD Circular Letter No. 01 dated 06 January 2021 and PSD Circular Letter No. 01 dated 08 February 2023.
Accordingly, in order to ensure customer fund security and operational efficiency along with a single interoperable customer-centric payment scheme establishment, the following instructions are hereby issued:
a) All Commercial Banks, MFS, PSP and PSO (WLMA) are directed to mandatorily replace their respective Proprietary QR with 'Bangla QR' at all their merchant points on or before 30 June 2026. b) In order to maintain the 'Bangla QR' channel uninterrupted, necessary technical support and interoperability shall be provided. c) In order to regularly demonstrate 'Bangla QR' to customers at merchant points, regular monitoring shall be conducted. d) If any other payment channel besides 'Bangla QR' payment is operated at merchant points, the respective merchant 'Bangla QR' shall be removed. e) 'Bangla QR' deployment at merchants and customer awareness activities shall be promoted.
These instructions are issued under Section 18(2) of the Payment and Settlement Act, 2024. In case of violation of these instructions, appropriate legal action including under Section 37(5) of the said Act along with other relevant laws, rules and instructions shall be taken.
These instructions shall be strictly complied with.
