The Palestine Monetary Authority issued Circular No. 38/2020 mandating all Palestinian banks to strictly verify the identity and military rank of security force loan applicants using official military IDs and certified salary vouchers stamped with the original blue payroll seal. This directive addresses a recent surge in forgery cases where officers falsified their ranks to bypass mandatory financial approval and submitted unverified or improperly stamped pay slips. Banks must reject non-compliant applications, report personnel submitting forged documents to competent authorities, and face legal penalties for institutional non-compliance.
In its commitment to mitigating operational and credit risks and combating forgery crimes, and in reference to Palestine Monetary Authority Circulars No. (146/2012) and No. (34/2017) regarding loans and facilities for members of the National Security Forces; and whereas it has been recently observed that a high number of cases involve National Security Forces personnel and officers altering their military rank to obtain credit facilities and financing without requiring prior approval from the military financial administration, in addition to some banks failing to obtain a certified salary voucher for the last month the security employee received, contrary to the National Security Forces Command instructions on the matter.
Therefore, the Palestine Monetary Authority reiterates the necessity of strict compliance with the National Security Forces Command instructions regarding borrowing from the banking sector, which includes taking the necessary measures for the following:
Identifying and verifying the identity and rank of military applicants based on military ID data, and attaching a copy thereof to the loan application transaction.
Obtaining a voucher of the last salary received by the security employee, such that the voucher is certified and stamped with the original (blue) stamp of the payroll department at the military financial administration, according to the stamp model attached in the letter from the Director General of the National Security Forces Financial Administration.
Taking legal action against the military employee proven to have submitted forged documents and papers, which includes notifying the competent authorities.
It is emphasized that in case of violating the instructions and circulars issued on this matter, the legal measures stipulated by law will be taken.

The National Security Forces Financial Administration extends its best regards. With reference to the above subject, it has been recently observed a high number of forgery cases by National Security Forces personnel and officers, wherein they change their rank to Lieutenant, a rank that does not require our approval, and submit vouchers without a stamp or with a non-original (blue) stamp. Some bank employees overlook this. We kindly request your instructions to banks to strictly require a salary voucher stamped with the original stamp according to the attached model, and to request the military ID of the loan applicant, which indicates the rank, and attach it to the transaction, to prevent salary voucher forgery.
