The National Bank of Angola issued Notice No. 02/91 to establish quantitative credit limits for authorized financial institutions during the 1992 fiscal year, aiming to ensure internal monetary equilibrium, external currency solvency, and the absorption of structural excess liquidity. These limits will be calculated proportionally to each institution's share of demand and time deposits, with quarterly ceilings adjusted based on the previous quarter's weighting. The detailed distribution framework will be published separately by the central bank, and the notice takes immediate effect.
NOTICE No. 02/91 of October 16 Whereas it is the responsibility of the Central Bank to prepare the annual financial program, aiming to develop the correlation and management of foreign exchange reserves as well as the overall credit to be granted, taking into account the needs to stabilize the development of the economy; Given that the establishment of monetary control requires certain instruments to achieve objectives consistent with inflation targets and external reserves, as well as with the absorption of the structural excess liquidity of the Financial System; Whereas the Organic Law of the National Bank of Angola establishes, in its Article 3, that the Bank's main objective is to ensure internal monetary equilibrium and the external solvency of the currency; Therefore, because it is considered that the establishment of quantitative credit limits will lead the National Bank of Angola to implement what is prescribed in the Organic Law, using the authority granted to me by Article 60 of said Law. I hereby determine: Article 1 During the 1992 fiscal year, Financial Institutions authorized to collect deposits from companies and individuals are required to comply with the credit limits established by the National Bank of Angola. Article 2 The quantitative credit limit shall be established proportionally to each Financial Institution's share in the collection of demand and time deposits, with the ceiling for each quarter adjusted based on the weighting of the previous quarter. Article 3 The Regulation on the General Regime for the Distribution of Credit Limits shall be published by the National Bank of Angola.
