The circular reinforces KSrelief's exclusive mandate by citing a confirming telegram from the Royal Court, ensuring that all cross-border humanitarian contributions are channeled exclusively through this designated center. Financial entities operating within the Kingdom are therefore required to align their operational procedures with KSrelief's authority and comply with all applicable regulatory frameworks governing these foreign aid disbursements.

Peace, mercy and blessings of Allah be upon you,
Subject: Relief and Humanitarian Aid Abroad.
Reference is made to the gracious Royal Order No. 55871 dated 9/11/1436 AH, stipulating that the King Salman Humanitarian Aid and Relief (KSrelief) shall be the sole entity responsible for receiving any relief, charitable, or humanitarian donations, whether governmental or private, to deliver them to their intended recipients abroad in accordance with the regulations.
We hereby acknowledge receipt of a telegram from His Excellency the Advisor to the Royal Court and General Supervisor of King Salman Humanitarian Aid and Relief, No. 40200287 dated 8/2/1440 AH, confirming the Center's role and status as the sole competent entity responsible for receiving relief, charitable, or humanitarian donations—whether governmental or private—to deliver them to their intended recipients abroad in accordance with the regulations. Accordingly, the Authority confirms that all banks, financial institutions, and exchange companies must implement the aforementioned gracious Royal Order.
