Instruction No. 01 07 2025 RFE on the Execution of Foreign Transactions with Non-Residents

The UEMOA regulatory authority issued Instruction No. 01 07 2025 RFE to mandate strict compliance with anti-money laundering, terrorist financing, and weapons proliferation regulations for all foreign transactions involving non-residents. Approved intermediaries and postal administrations must implement detection mechanisms to identify transaction splitting, while this directive simultaneously repeals prior rules under the July 13, 2011 framework. The updated requirements take effect on August 1, 2025, following official publication in Dakar.

1 5 TITRE IV - GENERAL AND FINAL PROVISIONS Article 11: General Provisions Foreign transactions to or from abroad, or with non-residents, covered by this Instruction, are executed in strict compliance with the regulations concerning the fight against money laundering, terrorist financing, and proliferation of weapons of mass destruction in the member states of UEMOA. Approved intermediaries, as well as Postal Administrations or Offices, are notably required to implement a prevention and detection mechanism for any attempt at splitting of the transactions covered by this Instruction. Article 12: Entry into Force This Instruction repeals all prior provisions dealing with the same subject matter, notably Instruction No. 01-07-2011/RFE of July 13, 2011, concerning the execution of transactions with foreign countries or non-residents. It enters into force on August 1, 2025, and shall be published wherever necessary. Done in Dakar, on July 7, 2025
