Bangladesh Bank has issued Circular Letter No. 13 to formally prohibit all banks and financial institutions from issuing any circulars or directives regarding the implementation of the banking professional exam. The directive explicitly bars the Chief Executive Officer of the banks from issuing such instructions under board or executive authority, nullifying any prior or future mandates even if fifteen years have elapsed since the original 2025 circular. This instruction is issued under Section 45 of the Bangladesh Bank Order, 1991, and mandates immediate implementation by all banking institutions while leaving other existing CEO directives unaffected.

"2(M) From 01 Rabul Awal 2025, no bank or financial institution shall issue any circular to any bank regarding the implementation of the banking professional exam. Furthermore, the Chief Executive Officer of the banks shall not issue any instruction to any bank regarding the implementation of the banking professional exam under the directive of the Chief Executive Officer of the banks or the board of directors, even if 15 years have passed since the issuance of the aforementioned circular."
Accordingly, any other instructions of the Chief Executive Officer of the banks shall remain unaffected.
This instruction has been issued under section 45 of the Bangladesh Bank Order, 1991.
This instruction shall be implemented by all banks.
