The Central Bank of Libya requires all commercial banks operating in the country to obtain a direct letter from the Minister of Defense before releasing, opening, or providing information on accounts belonging to Libyan Army units. This directive, issued by the Deputy Director of Banking and Currency Supervision on April 4, 2013, reinforces previous circulars by mandating that the Minister of Defense’s authorization is the sole valid basis for handling National Liberation Army accounts. Banks are instructed to immediately implement these measures and adhere strictly to the enclosed correspondence from March 21, 2013.

This Department has received a letter from the Minister of Defense of the Libyan Transitional Government, bearing Reference No. W.D-117/4233 dated March 21, 2013, addressed to the Governor of the Central Bank of Libya, which refers to his letter dated January 5, 2012, regarding the non-release, authorization, or provision of any information concerning accounts belonging to Libyan Army units except by a letter from the Minister of Defense alone, and which requests confirmation to all banks operating in Libya not to release, open, or provide any information concerning accounts belonging to all Libyan Army units except through a letter issued by the Minister of Defense. This request refers to our Circular Letter No. ARM N (2012/13), dated January 18, 2012, which was issued following the letter from the Minister of Defense of the Transitional Government bearing Reference No. 64/120 dated January 5, 2012, regarding the regulation of the mechanism for handling National Liberation Army accounts.
And with reference to our Circular Letter No. ARM N (2012/204), dated August 6, 2012, which was issued following the letter from the Minister of Defense of the Transitional Government bearing Reference No. 48-3996 dated July 15, 2012, regarding the non-release of authorization or provision of any information concerning accounts belonging to Libyan Army units except by a letter from the Minister of Defense alone.
And as we enclose herewith a copy of the letter from the Minister of Defense of the Transitional Government dated March 21, 2013, referred to above, you are requested to take the necessary measures regarding it, and to implement its contents.
