Circular No. (48 / 2025) To all banks operating in Palestine Date: Thursday, May 29, 2025

Subject: Implementation of Decisions and Seizures Issued by Regular Courts

With the aim of ensuring the swift execution of seizures and judicial rulings and safeguarding citizens' rights, and in response to correspondence from the Honorable Higher Judicial Council, a new mechanism has been arranged for the execution of seizures and judicial rulings. This mechanism involves designating specific email addresses at the Higher Judicial Council and at banks for sending and receiving judicial seizures and rulings, and providing feedback thereon. This serves as a temporary measure until the Council designs an electronic gateway in the future that directly links courts with banks for this purpose. Accordingly, banks are requested to take the following immediate necessary actions:

  1. Designate a specific email address at the bank for the above purpose, named as follows: Court@bank.....ps, and provide us with confirmation thereof within one week from the date of this circular.
  2. Ensure that the email group members at the bank consist of the following departments and functions: (Central Operations, Compliance Control, Legal Department, and Central Secretariat).
  3. Make the necessary technical and operational arrangements to receive correspondence sent through the Higher Judicial Council's email address Funds-hold@courts.gov.ps and send feedback to it, and ensure it is not defined as Junk Mail.
  4. Establish internal arrangements and measures to implement seizures and judicial rulings immediately and without delay upon the bank's receipt of correspondence from the Higher Judicial Council, maintain the confidentiality of such requests, prevent unauthorized access, and subject this to the bank's internal audit programs.
  5. Record correspondence by its date of receipt or issuance in the bank's central email records.
