Request for Expression of Interest for Consultancy Services to Develop a Scheme of Service for the Securities and Exchange Commission of Ghana

The Securities and Exchange Commission of Ghana invites eligible consultants to submit expressions of interest for developing a comprehensive five-year Scheme of Service aligned with international best practices and Public Services Commission guidelines. Applicants must demonstrate firm registration, valid tax and SSNIT clearance, Public Procurement Authority registration, and relevant experience, with professional associations permitted to enhance qualifications. Submissions must be delivered in triplicate to the commission headquarters in Accra by 5:00 PM GMT on November 5, 2021, with additional details available during the October 25 to November 5 inquiry period.

The Securities and Exchange Commission (SEC), Ghana intends to apply part of its budgetary allocation to payments under the contract for Consultancy Services To Develop Scheme Of Service For The Securities And Exchange Commission (SEC), Ghana.

The services include to review the existing Scheme of Service, work with the New Organogram and other relevant documents and develop a new five (5) year comprehensive Scheme of Service, undertake a research of other regulators in relation to the assignment, engagement of key stakeholders including; SEC management and staff and the Office of Public Services Commission (PSC) to harness ideas to guide the assignment, develop a robust Scheme of Service for the SEC in line with international best practice and ensure that the Scheme of Service complies with the Guidelines of PCS.

The Securities and Exchange Commission (SEC), Ghana now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the Public Procurement Act, 2003 (Act 663), as amended, of the Republic of Ghana and shall meet the following criteria:

Certificate of Registration of Firm

Valid Tax Clearance Certificate

VAT Certificate

Valid SSNIT Certificate

Evidence of registration with Public Procurement Authority

Relevant Experience of Firm

Availability and Experience of relevant key staff

Any other requirements as necessary

Interested consultants may obtain further information at the address below from 09:00 GMT to 16:00 GMT, Monday to Friday, excluding public holidays from Monday 25 th October 2021 to Friday 5 th November 2021.

Expressions of interest in three copies (1 original, 2 copies) must be delivered to the address below by Friday , 5 th November 2021 at 5:00 PM GMT and must be clearly marked “Consultancy Service, Development of Scheme of Service for the Securities and Exchange Commission (SEC), Ghana”.
