Decision Supplementing the Decision on Documents Supporting the Request for Granting Approvals under the Law Governing Financial Leasing, Factoring, Purchase of Receivables, Micro-Lending and Credit-Guarantee Operations

The Council of the Central Bank of Montenegro issued this decision to amend the regulatory framework for granting approvals under the Law Governing Financial Leasing, Factoring, Purchase of Receivables, Micro-Lending and Credit-Guarantee Operations. The amendment introduces provisions allowing requests and supporting documents to be submitted electronically via a secure data interchange system, subject to regulations governing electronic signatures and fee payments. This decision entered into force on the eighth day following its publication in the Official Gazette of Montenegro.

[unofficial translation] Pursuant to Article 44 paragraph 2 item 3 of the Central Bank of Montenegro Law (OGM 40/10, 6/13, 70/17, 125/23), and in connection with Article 52 paragraph (2), Article 109 paragraph (2), Article 116 paragraph (3), and Article 117 paragraph (3) of the Law on Financial Leasing, Factoring, Purchase of Receivables, Micro-Lending and Credit￾Guarantee Operations (OGM 73/17, 44/20), the Council of the Central Bank of Montenegro, at its meeting held on 8 October 2025, passed the following DECISION supplementing the Decision on Documents Supporting the Request for Granting Approvals under the Law Governing Financial Leasing, Factoring, Purchase of Receivables, Micro-Lending and Credit-Guarantee Operations Article 1 In the Decision on Documents Supporting the Request for Granting Approvals Under the Law Governing Financial Leasing, Factoring, Purchase of Receivables, Micro￾Lending and Credit-Guarantee Operations (OGM 24/18), in Article 2, after paragraph 1, two new paragraphs shall be added, worded as follows: “The request and the documents referred to in paragraph 1 of this Article may also be submitted in electronic form, through the information system for electronic data interchange that ensures the receipt of electronic documents and proof of payment of the fee in accordance with the regulation determining the tariff for calculating fees charged for the Central Bank of Montenegro services. Signing of the request and documents in electronic form, as well as the verification of electronic documents, shall be carried out in accordance with the regulations governing electronic signature and electronic document.” In paragraph 3, the words: “paragraph 2” shall be replaced with the following: “paragraph 4”. Current paragraphs 2 and 3 shall become paragraphs 4 and 5. Article 2 This Decision shall enter into force on the eighth day following that of its publication in the “Official Gazette of Montenegro”.
