Rules for Conducting Payments and Transfers Using Two-Dimensional Barcode Symbols (QR Code)

The National Bank of the Kyrgyz Republic issued these Rules to standardize QR code payments and establish a unified, cross-system payment space for licensed payment system participants. The document mandates that all Interaction Operators integrate with the main "Elkart" operator within three months, comply with national and EMV QR standards, and maintain real-time gross settlement connectivity. It further defines operational responsibilities, contractual obligations, data routing procedures, and security requirements to guarantee seamless fund transfers from payers to final recipients.
