Bank of Zambia Circular 18/1994: New Procedures for Issuing SGS Clean Report of Findings

The Bank of Zambia mandates new procedures effective November 1994 for the issuance of SGS Clean Report of Findings (CRF) for imports from South Africa. Under the updated system, exporters will no longer receive the original CRF, as a security sticker will instead be affixed to the commercial invoice while the Lusaka SGS Office provides the original document directly to importers for customs clearance. Banks must instruct clients using Letters of Credit to include a clause accepting a stamped invoice copy as valid proof of the corresponding CRF number and date.

Dear Sirs  

## NEW PROCEDURES IN ISSUANCE OF SGS CLEAN REPORT OF FINDINGS  

You are hereby advised that with effect from November 1994, SGS have set up a new system for the issuance of Clean Report of Findings (CRF). The exporter will no longer receive the original CRF from the SGS affiliate who carried out the inspection. In its place a security sticker issued by the SGS Office in the country of supply will be placed on the original invoice. An original CRF will now be issued by the Lusaka SGS Office and will be given to the importer for use in clearance of goods.  

Since CRF is required for the negotiation of Letters of Credit, where this method of payment is being used, please inform your clients to include the following clause in the Letter of Credit:  

"A copy or photocopy of the Commercial Invoice bearing an original label affixed by SGS Geneva or its authorised affiliates and agents confirming the number and date of the corresponding Clean Report of Findings."  

Please note that this new procedure only applies to imports from South Africa.
