Decision on Amendments and Supplements to the Decision on Determining Operational Rules for Real-Time Gross Settlement

The Governing Board of the Central Bank of Bosnia and Herzegovina issued this Decision to amend the operational rules for Real-Time Gross Settlement. The amendments introduce mandatory SWIFT MX message formats (pacs.008 and pacs.009) aligned with ISO 20022 standards and grant the Governor authority to designate non-working days as working days in exceptional business circumstances. The Decision enters into force on the eighth day following its publication in the Official Gazette of Bosnia and Herzegovina.

Pursuant to Article 2, paragraph (3), item c), Article 7, paragraph (1), item b), and Article 70 of the Law on the Central Bank of Bosnia and Herzegovina ("Official Gazette of BiH", nos. 1/97, 29/02, 8/03, 13/03, 14/03, 9/05, 76/06, and 32/07), the Governing Board of the Central Bank of Bosnia and Herzegovina, at its 13th session held on December 20, 2025, adopts

Decision on Amendments and Supplements to the Decision on Determining Operational Rules for Real-Time Gross Settlement

Article 1. (1) In the Decision on Determining Operational Rules for Real-Time Gross Settlement ("Official Gazette of BiH", nos. 31/16 and 37/19), the last two sentences in Article 12, paragraph (2), are deleted. (2) Paragraphs (3) and (4) are added after paragraph (2), which read: "(3) Until the date of transition to the use of the new SWIFT MX message format, the types of payment messages are: MT102, MT103, MT202, and MT205. It is mandatory to fill field 103 in the message header with the service code BAP. (4) The use of MX message formats and the use of payment messages: pacs.008 and pacs.009 will commence upon the completion of technical and operational preparation of all participants and alignment with the ISO 20022 standard. The Governor of the Central Bank will determine the exact date for the transition to the use of MX message formats and will notify all participants in writing at least 15 days prior to the same."

Article 2. In Article 16, paragraph (5) is added after paragraph (4), which reads: "(5) In exceptional cases, when business needs require, the Governor of the Central Bank may determine that one of the days specified in paragraph (2) of this Article as non-working days shall be a working day. In such a case, the Central Bank will notify all participants in writing at least eight days prior to the day designated for work."

Article 3. (1) This Decision shall enter into force on the eighth day from the date of its publication in the "Official Gazette of BiH". (2) This Decision shall also be published in the "Official Gazette of the Federation of BiH", the "Official Gazette of the Republika Srpska", and the "Official Gazette of the Brčko District of BiH".
