Law of the Republic of Azerbaijan on Postal Services
The Republic of Azerbaijan’s executive authority and Central Bank issued this law to establish the legal, economic, and organizational framework governing postal and postal-financial services. It mandates a designated national operator to deliver universal postal services, manage financial operations like deposits and payments under Central Bank licensing, and enforce quality standards, tariffs, and user protections. The legislation further defines service classifications, establishes exclusive rights and financing mechanisms for the national operator, and grants the Central Bank comprehensive supervisory and enforcement powers to ensure market stability.
