The Capital Markets Authority has launched a new online reporting system, accessible via https://onlineservices.cma.or.ke/, to facilitate the submission of CIS and non-CIS portfolio and performance reports effective March 31, 2026. This initiative merges previously separate reporting requirements into a single consolidated submission, which must now be completed within 21 days following the end of each quarter. Fund managers and investment banks are required to utilize this digital platform for all mandatory filings, ensuring they include supporting documentation such as management accounts, valuation documents, and returns computation evidence.
CMA CIRCULAR NO. 04/2026
April 21, 2026
TO: FUND MANAGERS, INVESTMENT BANKS AND TRUSTEES OF COLLECTIVE INVESTMENT SCHEMES
RE: ROLL OUT OF THE NEW FINANCIAL REPORTING SYSTEM FOR SUBMISSION OF COLLECTIVE INVESTMENT SCHEMES (CIS) AND NON-CIS PORTFOLIO AND RETURNS
The Capital Markets (Collective Investment Schemes) Regulations, 2023 and the Capital Markets (Licensing Requirements) (General) Regulations, 2025 require fund managers to prepare and submit portfolio and performance reports on a quarterly basis.
Specifically:
Regulation 122 of the Capital Markets (Collective Investment Schemes) Regulations, 2023 requires fund managers to prepare and submit to the Authority performance measurement report on a quarterly basis. The report is to be submitted within twenty-one (21) days after the end of each quarter.
Regulation 40 (1) (b) of the Capital Markets (Licensing Requirements) (General) Regulations, 2025 requires submission of quarterly management accounts and reports of the portfolio under management within 15 days of the end of each calendar quarter.
In this regard, the Authority has developed an online reporting tool for CIS portfolio returns, CIS performance measurement reports, and Non-CIS reports. To harmonize reporting, the Authority has merged the portfolio reports and performance reports into a single submission. Going forward, this consolidated report shall be submitted within 21 days after the end of each quarter and shall be accompanied by the following supporting documents:
The purpose of this Circular is to notify all stakeholders of the rollout of the new financial reporting system with effect from March 31, 2026. The system will facilitate the submission of CIS and Non-CIS returns and related financial statements and is accessible through the following link: https://onlineservices.cma.or.ke/.
All the Fund Managers and Investment Banks are therefore required to submit returns of funds under management through the online reporting platform within the prescribed timelines.
