Decision (EU) 2026/86 of the European Central Bank amending decisions on fraud investigations and follow-up to suspected breaches by high-level officials

The Governing Council of the European Central Bank amends Decision (EU) 2016/456 to expand the scope of its internal investigation framework to cover all persons participating in the exercise of ECB functions. The regulation establishes a centralized reporting mechanism requiring relevant persons to report suspicions of fraud or corruption to the Director Internal Audit, with specific transmission protocols for participants in decision-making bodies. Additionally, Decision (EU) 2020/1575 is amended to ensure that suspected breaches of professional duties involving high-level ECB officials are processed under the unified internal investigation framework or the ECB’s Ethics Committee procedures.
