Decision Amending the Minimum Value of Payment Transactions in the RTGS System

The Council of the Central Bank of Montenegro issued this decision to amend the minimum threshold for payment transactions processed in the Real-Time Gross Settlement system. The regulation replaces the previous minimum amount of EUR 1,000.00 with a new minimum of EUR 3,000.00 in the relevant articles. The decision enters into force on the eighth day following its publication in the Official Gazette of Montenegro and applies seven days after that entry into force.

Pursuant to Article 44 paragraph (2) item 3) of the Central Bank of Montenegro Law (OGM 40/10, 6/13, 70/17, 125/23) and Article 159 paragraph (2) of the Payment System Law (OGM 62/13, 111/22, 15/25, 140/25), the Council of the Central Bank of Montenegro, at its meeting held on 11 May 2026, passed the following DECISION amending the Decision on minimum value of payment transactions to be processed in RTGS system Article 1 In the Decision on minimum value of payment transactions to be processed in RTGS system (OGM 48/14) in Article 2 paragraph 1 item 1 the amount “EUR 1,000.00” shall be replaced by the amount: “EUR 3,000.00”. Article 2 in Article 3 the amount “EUR 1,000.00” shall be replaced by the amount: “EUR 3,000.00“. Article 3 This Decision shall enter into force on the eighth day following that of its publication in the Official Gazette of Montenegro, and shall apply upon the expiry of seven days from the date of its entry into force.
