The French Prudential Supervision and Resolution Authority (ACPR) has declared its compliance with ESMA guidelines regarding standardized forms and templates for applying for authorization to operate a Distributed Ledger Technology (DLT) market infrastructure. These guidelines specify the detailed information required from applicants seeking to operate a multilateral trading system, settlement system, or trading and settlement system based on distributed ledger technology, as well as information for exemptions from certain provisions of the MiFID II Directive and Regulation. The guidelines are applicable to investment service providers, central securities depositories, and trading venues, which must take all reasonable measures to comply in accordance with Article 16(3) of Regulation (EU) No 1095/2010.

The Prudential Supervision and Resolution Authority (ACPR) has declared itself compliant with the European Securities and Markets Authority (ESMA) guidelines (ESMA 70-460-213) concerning the standardized forms, formats and templates to be used for applying for authorization to operate a DLT market infrastructure.
These guidelines detail the information to be provided by applicants wishing to operate a multilateral trading system, a settlement system, or a trading and settlement system based on distributed ledger technology. They also detail the information to be included in the application for exemption from the application of certain provisions of Directive 2014/65/EU and Regulation (EU) No 600/2014 concerning markets in financial instruments.
These guidelines are applicable to investment service providers - credit institutions, investment firms, credit and investment institutions -, central securities depositories as well as trading venues, which must take all reasonable measures to comply with them, in accordance with the provisions of Article 16, paragraph 3 of Regulation (EU) No 1095/2010 establishing the European Securities and Markets Authority.
