Instructions No. 3-2025 – Payment Service Companies – Regarding Point of Sale Transaction Fees

Instructions No. (3) of 2025 Regarding Point of Sale Transaction Fees
Pursuant to the provisions of Law No. (9) of 2010 regarding Banks, particularly Articles (40 and 72) thereof, and the provisions of Law No. (41) of 2022 regarding National Payments, particularly Articles (7 and 18) thereof, and subsequently to Instructions No. (1) of 2022 regarding Membership in the National Key System 194, and based on what was approved by the Board of Directors of the Palestine Monetary Authority in its meeting No. (286) dated 2025/06/22, and based on the powers delegated to us, and in pursuit of the public interest, we have issued the following Instructions:
Article (1) Scope of Application The provisions of these Instructions shall apply to all members of the National Key System 194 operated and managed by the Palestine Monetary Authority.
Article (2) Point of Sale Transaction Fees With the exception of what is stipulated in Article (12) of Instructions No. (1) of 2022 regarding Membership in the National Key System 194, the member shall cease to collect and/or record the fees mentioned in this Article on electronic payment transactions denominated in Israeli Shekels for amounts equal to or less than (100) one hundred shekels, effective from the date of issuance of these Instructions until 2025/12/31.
Article (3) Implementation and Enforcement All competent authorities shall implement the provisions of these Instructions, each within its respective jurisdiction, and they shall apply as of their issuance date.
