Directive No. 04/DSP-DIF/2020 of July 14

The Bank of Angola’s Payment System and Financial Inclusion Departments issued Directive No. 04/DSP-DIF/2020 to adjust reporting deadlines and standardize the statistical data format for mobile payment services provided by financial institutions. The directive mandates that monthly statistical reports be submitted via Excel to designated BNA email addresses by the 4th day of each following month, strictly adhering to specified decimal and thousands separators. It revokes the previous 2019 directive, establishes clear definitions for over forty mobile payment metrics, and enforces compliance through existing payment system and financial institution laws.

SUBJECT: Statistical Information on Mobile Payment Services

Whereas it is necessary to adjust the reporting deadlines to the Bank of Angola (BNA) for statistical information regarding mobile payment services provided by Financial Institutions; Whereas it is appropriate to monitor and oversee financial market infrastructures, as well as the regular functioning of payment subsystems and services provided by their providers, aiming to ensure effective compliance with public interest objectives, as established in Article 6 of Law No. 05/05 of July 29, the Payment System Law of Angola, and in Article 96 of Law No. 12/15 of June 17, the Basic Law on Financial Institutions; This Directive serves to establish the following:

  1. Statistical information on mobile payment services must be submitted to the Bank of Angola by the 4th day of the month following the reporting period, via the following email addresses: oversight.dsp@bna.ao and Div_Aval_Impacto@bna.ao.
  2. The statistical information to be reported under the preceding paragraph must comply with an Excel file format, using spaces as thousands separators and commas as decimal separators.
  3. The information referred to in point 1 must be in conformity with Annexes I and II, which form an integral part of this Directive.

Non-compliance with the provisions established by this Directive constitutes an offense punishable under Law No. 05/05 of July 29 – Payment System Law of Angola, and Law No. 12/15 of June 17, Basic Law on Financial Institutions. 5. Doubts and omissions arising from the interpretation of this Directive are resolved by the Bank of Angola, which may use the following email addresses for this purpose: oversight.dsp@bna.ao and Div_Aval_Impacto@bna.ao 6. Directive No. 09/DSP-DIF/2019 of October 29 is revoked, along with any regulation contrary to the provisions of this Directive. 7. This Directive enters into force immediately.

DIRECTIVE NO. 04/DSP-DIF/2020 Page 8 of 13 ANNEX II DEFINITIONS AND SPECIFICATIONS This annex describes the definitions and specifications of the items contained in point 2 and the maps of Annex I of this Directive, regarding the reporting of mobile payment statistics to be submitted by the Payment Service Provider (PSP) to the BNA.

  1. PSP Name – acronym and logo of the Payment Service Provider.
  2. Month Designation – period to which the information refers.
  3. Currency – refers to the name of the monetary unit used in transactions, namely the Kwanza.
  4. Accumulated number/value – refers to the total number/value since the service came into force.
  5. Geographic Distribution – composed of two indicators, namely provinces and municipalities. a) Provinces – the 18 Provinces of the country where the PSP has clients using mobile payment services; b) Municipalities – the municipalities of each Province where the PSP has clients using mobile payment services.
  6. Nº of Registered Accounts – this item is subdivided into two indicators, namely men and women, representing the total number of mobile payment accounts opened. a) Men – men who opened mobile payment accounts; and b) Women – women who opened mobile payment accounts.
  7. Age Range – total of accounts opened by age range, from 18 to over 60 years old.
  8. Nº of Active Accounts – this item contains two indicators, namely men and women: a) Men – men with active mobile payment accounts; and

Nº of Viral Accounts – mobile payment accounts in which a client outside the PSP's service receives an SMS after receiving a value transfer from the same PSP's mobile payment service. It ceases to be viral upon reaching the maximum number of operations stipulated by the PSP. 10. Nº of Transfers – this item is subdivided into two indicators namely: a) Transfers between services – corresponds to the number of fund transfers made between mobile payment services or to a bank account; and b) Transfers between associated accounts – corresponds to the number of fund transfers made between accounts associated with the same service. 11. Value of Transfers – this item is subdivided into two indicators, namely: a) Transfers between services – corresponds to the value of fund transfers made between mobile payment services or to a bank account; and b) Transfers between associated accounts – corresponds to the value of fund transfers made between mobile payment services or to a bank account. 12. Nº of Merchants – entity that accepts payment for goods and/or services and maintains a contract with the payment service provider to provide this service, namely: a) Registered – number of entities contracted by the mobile payment service provider to make services available to users; and b) Active – number of entities contracted by the mobile payment service provider to make services available to users, with at least one operation recorded in the analyzed period.

Nº of Cash In – number of electronic money purchase operations, considering electronic money as the monetary value stored electronically, including magnetically, represented by a credit against the issuer and issued after receipt of funds to execute payment operations, and which is accepted by a natural or legal person different from the electronic money issuer. 16. Value of Cash In – value of electronic money purchase operations. 17. Nº of Mass Payments – number of payments made to multiple recipients simultaneously by a single ordering party. 18. Value of Mass Payments – value in national currency of payments made to multiple recipients simultaneously by a single ordering party. 19. Nº of Payments – this item is subdivided into two indicators, namely purchases and salaries, being: a) Purchases – number of purchases made to merchants for acquiring goods; and b) Salaries – number of salary payment transactions via the service. 20. Value of Payments – this item is subdivided into two indicators, namely purchases and salaries, being: a) Purchases – value of purchase transactions made to merchants for acquiring goods; and b) Salaries – value of salary payment transactions via the service. 21. Nº of Service Payments – this item contains two indicators, namely reference service and recharge service, representing the number of transactions for paying services, being:

Value of Service Payments – this item is subdivided into two indicators, namely reference service and recharge service. a) Reference Services – value of transactions made for paying services (internet, telephone, television, etc.); and b) Recharge Services – value of transactions made for acquiring recharges (internet, telephone, television, etc). 23. Nº of Other Payments – number of other payments that do not fall under the nature of the above transactions. An explanatory note must accompany this category, mentioning the nature of the transaction. 24. Value of Other Payments – value of other payments that do not fall under the nature of the above transactions. Nº of Remittances – this item is subdivided into two indicators, namely domestic and international, representing the number of funds sent from a mobile payment account, which does not necessarily imply the use of a payment account by the beneficiary, being: a) Domestic – number of remittances made via mobile payments within the country; and b) International – number of remittances made via mobile payments outside the country. 26. Value of Remittances – this item is subdivided into two indicators, namely domestic and International, representing the value of funds sent from a mobile payment account, which does not necessarily imply the use of a payment account by the beneficiary, made in the analyzed period, being: a) Domestic – value in remittances made via mobile payments within the country;

Business Clients – number of registered business clients. 29. Balance in Personal Account – balance in personal client accounts. 30. Balance in Business Account – balance in business client accounts. 31. Nº of Agents – this item is subdivided into two indicators, "registered agents" and "active agents", representing the number of agents that perform client registration, as well as buying and selling electronic money on behalf of the PSP, being: a) Registered – number of entities contracted by the mobile payment service provider to make services available to users; and b) Active – number of entities contracted by the mobile payment service provider to make services available to users, with at least one operation recorded in the analyzed period. 32. Nº of Mini-Agent1 – this item is subdivided into two indicators, "registered agents" and "active agents", representing the number of mini-agents that perform buying and selling of electronic money. a) Registered – number of entities contracted by the mobile payment service provider to make services available to users; and b) Active – number of entities contracted in the analyzed month by the mobile payment service provider to make services available to users, with at least one operation recorded in the analyzed period. 33. Nº of Accounts Opened in Authorized Agents – number of mobile payment service accounts opened in authorized agents. 1 Mini-Agent – The role, within the E-Kwanza service, that allows clients to make change and pay for goods. Example: pharmacies, bakeries, canteens, taxi drivers, and street vendors.

Nº of Value Restitutions due to Return Reason – number of payments restituted due to return reasons, such as requested refund by the ordering party, fraud, closed account. 37.
