INSTRUCTION No. 230
on Filling Out Statistical Reporting Form No. 1-KO "Report on Credit Operations"
Instruction No. 230 on filling out statistical reporting form No. 1-KO "Report on Credit Operations" (hereinafter referred to as the Instruction) has been developed in accordance with Articles 42 and 86 of the Law of the Republic of Tajikistan "On the National Bank of Tajikistan" and defines the procedure for credit-financial organizations to submit reports on the status of credit operations under contracts, balance sheet accounts, balances, and payment purpose operations, with the aim of preparing the banking statistical bulletin.
CHAPTER 1. GENERAL PROVISIONS
- The following basic terms are used in this Instruction:
- credit contract – a contract between a credit-financial organization (lender) and a client (borrower) under which monetary funds are provided by the credit-financial organization to the borrower on terms of interest payment and repayment within a specified period;
- bank account contract – a contract under which a credit-financial organization undertakes to receive and credit monetary funds received into the client's (account holder's) bank account, execute the client's instructions for transferring and issuing corresponding amounts from the bank account, and conduct other operations related to the bank account;
- credit – monetary funds provided to a borrower by a credit-financial organization on terms of interest payment and repayment within a specified period;
- microcredit – a credit provided to a borrower by a credit-financial organization on terms of interest payment and repayment within a specified period, the volume of which does not exceed the size established by the National Bank of Tajikistan;
- commercial credits – credits provided for the development of commercial activities;
- trade credits – the provision of goods and services on credit, providing for the payment of their cost and interest in the near future, as well as advance payments for subsequent deliveries of goods and services;
- interbank credit – one of the most common forms of credit relations, widely used in all countries. Provided exclusively by banks and non-bank financial institutions holding a license from the central bank to conduct such activities;
- overdraft – an operation arising on the basis of a contract between a credit-financial organization and a client in case of temporary shortage of funds in the client's account, providing the client with the opportunity to use monetary funds from the credit-financial organization under certain conditions;
- subordinated credit – a credit provided to a borrower exclusively in monetary form for a term of not less than 5 years. The interest rate on the credit does not exceed the size of the average market lending rate in the domestic banking system (as of the date of adoption of the National Bank of Tajikistan Resolution on including part of the subordinated credit in the additional capital of credit organizations);
- financial leasing – shown as a loan provided for financing the acquisition of an asset by the lessee.
- entrepreneurship – independent activity conducted at one's own risk by persons registered in the manner established by the legislation of the Republic of Tajikistan, aimed at obtaining profit from the use of property, production, sale of goods (performance of works or provision of services);
- subjects of entrepreneurship – natural and legal persons who have undergone state registration in accordance with the provisions of the legislation of the Republic of Tajikistan.
Subjects of entrepreneurship are divided into the following types:
- small entrepreneurship – individual entrepreneurs and legal entities whose annual monetary turnover amounts to up to 500,000 (five hundred thousand) somoni. Individual entrepreneurs and legal entities engaged in the following activities cannot be classified as small entrepreneurship subjects:
– production of excisable goods;
– supply of primary aluminum;
– banking and insurance activities;
– activities related to the management of investment funds;
– professional activity in the securities market.
- medium entrepreneurship – legal entities whose annual monetary turnover amounts to between 500,000 (five hundred thousand) somoni and 15,000,000 (fifteen million) somoni;
- large entrepreneurship – legal entities whose annual monetary turnover exceeds 15,000,000 (fifteen million) somoni.
- letter of credit – a form of payment and conditional monetary obligation that an issuing bank (executor) undertakes, at the request of a client (payer), to pay in favor of a beneficiary (payee) upon presentation of documents within the amount specified in the letter of credit contract, or to transfer this authority to another bank;
- interest – income receivable by lenders on certain types of financial assets, represented by deposits, debt securities, loans and borrowings, and other receivables, for providing financial assets to the disposal of another economic entity. The amount of accrued interest may be determined either as a rate expressed as a percentage of the outstanding debt balance, or as a predetermined fixed or variable monetary amount. Interest is reflected on an accrual basis, i.e., as continuously accruing over time;
- overdue debt – the amount of credit that remains unpaid by the borrower, although the agreed repayment term has already passed;
- commission interest rate – a specified bank charge levied for banking services;
- short-term obligations – obligations that are settled upon demand within a term of 1 year or less;
- long-term obligations – obligations that are settled within a term of more than 1 year or without a specified repayment term;
- perpetual obligations – demand obligations that are settled at any time;
- annuity – equal payments made at equal intervals over a specified time period;
- grace period – the period between the date of signing the credit contract and the scheduled first payment date for principal repayment;
- balances – the quantity of assets and liabilities over a specific period. Balance data are usually indicated at the beginning and end of the reporting period. Operations occurring during this period serve as the linking element between balances for two different periods, since changes in balances are caused by operations or other changes (revaluation, exchange rate fluctuations, etc.);
- national currency – the amount in which the cost of operations and balances specified in a contract between two parties is expressed;
- currency – national currency of foreign states;
- payment currency – the currency used in contracts for settlements. The payment currency may differ from the original currency. In this case, the cost of the operation must be recalculated into the original currency at the existing exchange rate applied to credit operations;
- identification number of a taxpayer (TIN) code – indicates the credit-financial organization in the Republic of Tajikistan, with which a settlement account is maintained for operations according to codes assigned by the Tax Committee under the Government of the Republic of Tajikistan;
- residents:
a) legal entities and organizations that are not legal entities, created in accordance with the legislation of the Republic of Tajikistan, with their place of residence in the Republic of Tajikistan;
b) branches and representative offices of legal entities and organizations that are not legal entities, foreign states, with their place of residence in the Republic of Tajikistan and conducting entrepreneurial activity in the Republic of Tajikistan;
c) diplomatic and other official representations, consular institutions of the Republic of Tajikistan located outside the Republic of Tajikistan;
d) natural persons, citizens of the Republic of Tajikistan residing in the Republic of Tajikistan; citizens of the Republic of Tajikistan residing abroad for less than 12 months; citizens of the Republic of Tajikistan working in organizations specified in sub-paragraph c) of this point;
e) natural persons, citizens of the Republic of Tajikistan who have gone abroad for study or treatment, regardless of the duration of stay;
f) natural persons, citizens of foreign states residing in the Republic of Tajikistan for 12 months or more, except for citizens of foreign states located in the Republic of Tajikistan for study, treatment, and work in diplomatic and consular institutions of foreign states in the Republic of Tajikistan;
g) the Republic of Tajikistan, its administrative-territorial units participating in relations regulated by the currency legislation of the Republic of Tajikistan;
- non-residents:
a) legal entities and organizations that are not legal entities, created in accordance with the legislation of foreign states, with their place of residence outside the Republic of Tajikistan;
b) branches and representative offices of legal entities and organizations that are not legal entities, the Republic of Tajikistan, with their place of residence outside the Republic of Tajikistan and conducting entrepreneurial activity outside the Republic of Tajikistan;
c) diplomatic and other official representations, consular institutions of foreign states located in the Republic of Tajikistan and abroad;
d) natural persons, citizens of foreign states residing outside the Republic of Tajikistan; citizens of foreign states residing in the Republic of Tajikistan for less than 12 months; citizens of foreign states located in the Republic of Tajikistan for study, treatment, and work in diplomatic and consular institutions of foreign states in the Republic of Tajikistan, regardless of the duration of stay;
e) natural persons, citizens of the Republic of Tajikistan residing outside the Republic of Tajikistan for 12 months or more, except for citizens of the Republic of Tajikistan located abroad for study, treatment, and work in diplomatic and consular institutions of the Republic of Tajikistan in foreign states;
f) international organizations, their branches and representative offices;
g) foreign states, their administrative-territorial units participating in relations regulated by the currency legislation of the Republic of Tajikistan.
- central bank – the National Bank of Tajikistan, whose goals and objectives are regulated by the Law of the Republic of Tajikistan "On the National Bank of Tajikistan";
- deposit organizations, excluding the central bank – banks, non-bank credit organizations, and microcredit deposit organizations conducting all or individual banking operations provided by law on the basis of a license from the National Bank of Tajikistan;
- credit organizations – legal entities (banks, non-bank credit organizations, including microfinance organizations) conducting all or individual banking operations provided by law on the basis of a license from the National Bank of Tajikistan;
- other financial organizations – organizations whose main activity is providing financial services, including insurance services and pension fund services;
- non-financial organizations – economic entities whose main activity is the production of goods or non-financial services, as well as natural persons within households and non-profit organizations serving households;
- state management sector – a collective of enterprises, organizations, and institutions owned by the state and managed by state bodies or persons appointed by them;
- other sectors – other financial organizations, non-financial enterprises, households, and non-profit organizations serving households not accounted for within the above sectors.
CHAPTER 2. FORMS AND DEADLINES FOR REPORTING

The Report on Form No. 1-KO "Report on Credit Operations" (hereinafter – statistical reporting No. 1-KO) is submitted to the National Bank of Tajikistan (hereinafter – NBT) via the "Yedino Okno" (Single Window) information portal in real-time "on-line" mode using an electronic digital signature (EDS) applied by the head of the credit-financial organization or an authorized person monthly, no later than the 5th day after the reporting period.
3. Statistical reporting form No. 1-KO includes calculations for operations carried out by a credit-financial organization regarding credits. Statistical reporting No. 1-KO must contain the following information about existing operations:
- in national currency;
- each operation carried out is indicated by a separate line;
- account turnovers are reflected separately by the amount specified in the credit contract (national or foreign currency);
- payments made by clients or a credit-financial organization or its structural subdivisions.
- Statistical reporting form No. 1-KO must include data on operations carried out by a credit-financial organization regarding credits through accounts specified in Appendix No. 1 to this Instruction.
- When a credit-financial organization or its other structural subdivisions participate in calculations, the code of that same credit-financial organization or its structural subdivision is registered.
CHAPTER 3. PROCEDURE FOR SUBMITTING REPORTING
6. Statistical report No. 1-KO includes information on the status of credit operations, which are classified by contracts, balance sheet accounts, balances, and payment purpose with breakdowns by types. The following data are indicated in statistical reporting No. 1-KO:
a) data on concluded credit contracts;
b) data on the status of balance sheet accounts at the beginning and end of the reporting period;
c) data on each operation conducted during the reporting period;
d) data on other changes during the reporting period.
7. Statistical report No. 1-KO is formed in the "Yedino Okno" information portal in real-time "on-line" mode through sequential input of reporting data via corresponding interface windows, as well as through the one-time import function for a mass array of reporting data.
8. The array of reporting data for statistical reporting No. 1-KO must be pre-formed in an electronic Excel file format taking into account the requirements of this Instruction.
