Somalia’s Financial Sector

The Central Bank of Somalia released this May 2023 policy brief to mandate comprehensive regulatory reforms and licensing expansions for commercial banks, money transfer businesses, and mobile money operators. The analysis highlights critical sector bottlenecks, including excessive collateral requirements, underdeveloped credit market infrastructure, fragmented payment interoperability, and inadequate KYC protocols that constrain financial inclusion and correspondent banking. To resolve these constraints, the Central Bank directs institutions to finalize the National Payments System and Takaful Bills, adopt a risk-based supervision framework, and strengthen credit market infrastructure to deepen financial access and ensure macroeconomic stability.
