The DFSA Board has amended the DFSA Rulebook by issuing two new instruments, No. 430 and No. 431, which update the General and Glossary modules following public consultation on Papers No 168 and 165. These amendments incorporate consultees' feedback and will officially come into force on 12 January 2026 and 1 July 2026 respectively. Updated versions of the affected modules are now available on the DFSA website alongside archived earlier editions for reference.

Notice of Amendments to Legislation: December 2025
Following the ending of the consultation period on a number of proposed legislative changes that were set out in Consultation Papers No 168 and 165 the DFSA Board, after due consideration of consultees' comments made amendments to the DFSA Rulebook as described below. Please bear in mind that changes may have been made to the legislation originally proposed in the relevant consultation paper.
Please refer to the DFSA Feedback Statement on the public comments received on Consultation Paper No 165.
TAKE NOTICE THAT:
The DFSA Board made the following Rulemaking Instrument to come into force on 12 January 2026 (CP 168)
AND
The DFSA Board made the following Rulemaking Instrument to come into force on 1 July 2026 (CP 165)
GENERAL MODULE (GEN) RULE-MAKING INSTRUMENT (No. 430) 2025 (see appendix 8 for the detailed amendments);
GLOSSARY MODULE (GLO) RULE-MAKING INSTRUMENT (No. 431) 2025 (see appendix 9 for the detailed amendments).
The rule-making instruments mentioned above and the appendices to this notice can be viewed under the “ Amendments to Legislation ” section of the DFSA website and the relevant modules will be replaced on the DFSA website on the date of their coming into force as described above. Earlier versions of the relevant modules are to be found in the archive.
