Decision on Electronic Signing of Documents Submitted by Banks to the National Bank of Serbia

The Governor of the National Bank of Serbia issued this Decision to mandate that banks electronically sign all required regulatory documents. Banks must use qualified electronic signatures for XML submissions, with a temporary exception allowing National Bank-issued certificates until September 30, 2009. The regulation entered into force on July 1, 2009, with technical implementation details governed by guidelines published on the central bank's website.

"RS Official Gazette", No.28/2009 Based on Article 68, paragraph 2 of the Law on the National Bank of Serbia ("RS Official Gazette", No. 72/2003 and 55/2004) and Article 51, paragraph 2 of the Law on Banks ("RS Official Gazette", No. 107/2005), the Governor of the National Bank of Serbia hereby issues D E C I S I O N ОN ELECTRONIC SIGNING OF DOCUMENTS SUBMITTED BY BANKS TO THE NATIONAL BANK OF SERBIA

  1. Established hereunder is the obligation of banks to electronically sign the documents with data they are required to submit, pursuant to regulations, to the National Bank of Serbia. Data from paragraph 1 hereof shall be contained in electronic documents submitted in XML format to the National Bank of Serbia – Information Technology – Central Division for Incoming Data, in accordance with guidelines on electronic submission of data to the National Bank of Serbia.
  2. Banks shall sign the documents from Section 1 hereof with a qualified electronic signature, in accordance with the law on electronic signature. By way of exception to paragraph 1 hereof, until 30 September 2009 banks may also sign the documents referred to therein by using electronic certificates issued by the National Bank of Serbia. Technical details and manner of electronic signing of documents from paragraph 1 hereof shall be regulated by the guidelines published on the National Bank of Serbia’s website.
