The Czech National Bank issued this official information to specify the technical procedures for submitting supplementary information and reports by banks and savings and credit cooperatives. It mandates that domestic parent banks and financial holding companies use the SDAT internet interface for specific reports, while entities within mixed holding groups must email certain reports to dohled.reporting@cnb.cz and attach supplementary data via SDAT. These new submission requirements, which replace the 2021 notice, become effective on 1 January 2025.

Official Information of the Czech National Bank dated 13 November 2024 regarding certain provisions of the decrees on the submission of reports by banks and branches of foreign banks and by savings and credit cooperatives to the Czech National Bank

The Czech National Bank, pursuant to Section 7(3)(a) and Section 14 of Decree No. 346/2013 Coll., on the submission of reports by banks and branches of foreign banks to the Czech National Bank, as amended by later regulations (hereinafter referred to as the "Bank Decree"), and pursuant to Section 4(1)(a) and Section 9 of Decree No. 426/2013 Coll., on the submission of reports by savings and credit cooperatives to the Czech National Bank, as amended by later regulations (hereinafter referred to as the "DZ Decree"), hereby states:

I. Method of Sending Supplementary Information

  1. A bank that is a domestic parent bank and is not controlled by a European financial holding entity, and a financial holding entity1, shall send supplementary information submitted in relation to Report E (ČNB) 8-01 pursuant to Section 14 of the Bank Decree as an attachment to the report via the internet interface of the Czech National Bank for the collection of information obligations (SDAT) in the structure specified in Annex No. 1 of this Official Information.

  2. A bank that is a member of a mixed holding entity group shall send: a) Report BD (ČNB) 14-04 submitted pursuant to Section 7(3)(a) of the Bank Decree by electronic mail to the address dohled.reporting@cnb.cz, and b) supplementary information submitted in relation to Report E (ČNB) 8-01 pursuant to Section 14 of the Bank Decree as an attachment to the report via the internet interface of the Czech National Bank for the collection of information obligations (SDAT) in the structure specified in Annex No. 1 of this Official Information.

  3. A savings and credit cooperative that is a member of a mixed holding entity group shall send: a) Report DZ (ČNB) 81-04 submitted pursuant to Section 4(1)(a) of the DZ Decree by electronic mail to the address dohled.reporting@cnb.cz, and b) supplementary information submitted in relation to Report DZ (ČNB) 80-01 pursuant to Section 9 of the DZ Decree as an attachment to the report via the internet interface of the Czech National Bank for the collection of information obligations (SDAT) in the structure specified in Annex No. 2 of this Official Information.

  4. Reporting entities shall name the files sent pursuant to point 2(a) and point 3(a) in the format OPSHO_entity_code_yymm, where "entity_code" is the code under which the reporting entity is registered in the information obligations collection system (SDAT), and "yymm" represents the numerical designation of the year and month to which the last calendar day the comment is compiled.

  5. Files labeled in accordance with point 4 shall be sent by reporting entities to the Czech National Bank in the form of secured data messages. For encrypting the messages, they shall use a commercial system certificate, the public key of which is published on the website of the Czech National Bank.

II. Final Provisions

This Official Information replaces the Official Information of the Czech National Bank dated 12 October 2021 regarding certain provisions of the decrees on the submission of reports by banks and branches of foreign banks and by savings and credit cooperatives to the Czech National Bank, published in issue 11/2021 of the Bulletin of the Czech National Bank.

III.

This Official Information shall be applied from 1 January 2025.
