The Council of the Central Bank of Montenegro issued amendments to the Payment System Operating Rules to establish specific operating hours for weekends and holidays. The changes introduce earlier cutoff times for payment processing and define detailed daily work time schedules for the RTGS and DNS systems during non-working periods. These rules, which also update contact information and testing frequencies, enter into force on the eighth day following publication and apply from 20 October 2025.
[unofficial translation] Pursuant to Article 44 paragraph 2 item 3 of the Central Bank of Montenegro Law (OGM 40/10, 6/13, 70/17, 125/23) and Article 158 paragraph 3 of the Payment System Law (OGM 62/13, 111/22, 15/25), the Council of the Central Bank of Montenegro, at its meeting held on 28 August 2025, passed the following Operating Rules amending the Operating Rules of the Central Bank of Montenegro Payment System Article 1 In the Operating Rules of the Central Bank of Montenegro Payment System (OGM 48/14, 57/14, 47/25, 74/25) in Article 28 paragraph 2, after the words: “until 19:30 hours at the latest” the following shall be added: “on working days, or until 14:30 hours on Saturdays and Sundays (hereinafter: weekends) and on days that are non-working days in accordance with the law governing state and other holidays (hereinafter: holidays)”. Article 2 In Article 33 paragraph 2, after the words: “until 19:30 hours” the following shall be added: “on working days, or until 14:30 hours on weekends and holidays”. Article 3 In Article 38, paragraph 1 shall be amended to read: “Business days, within the meaning of these of Rules, shall be all days within a year.” In paragraph 2, the words: “every business day” shall be replaced by the following: “on working days, or until 15:50 hours on weekends and holidays”. In paragraph 4, after the words: “to 20:00 hours” the following shall be added: “on working days, or until 15:00 hours on weekends and holidays”. In paragraph 5, after the words: “from 20:00 to 20:50 hours” the following shall be added: “on working days, or from 15:00 to 15:50 hours on weekends and holidays”. Article 4 In Article 41 paragraph 6, after the words: “until 19:30 hours” the following shall be added: “on working days, or until 14:30 hours on weekends and holidays”. Article 5 In Article 43, paragraph 4 the words: “(020/403-148)” shall be replaced by the following: “(069 860 019)”.

Operating Rules amending the Operating Rules of the Central Bank of Montenegro Payment System (OGM 98/25) 2 Article 6 In Article 50, paragraph 2 shall be amended to read: “The Central Bank shall organise testing referred to in paragraph 1 indent 1 of this Article twice a year” In paragraph 4, after the words: “completion of the testing” the following shall be added: “referred to in paragraph 1 indent 2 of this Article”. Article 7 In Article 67 paragraph 5, after the words: “by 19:15 hours” the following shall be added: “on working days, or by 14:15 hours on weekends and holidays”. Article 8 In Article 77 paragraph 1, after the words: “until 19:30 hours” the following shall be added: “on working days, or until 14:30 hours on weekends and holidays”. In paragraph 2, after the words: “no later than 19:15 hours” the following shall be added: “on working days, or until 14:15 hours on weekends and holidays”. Article 9 In Article 86, paragraph 1 shall be amended to read: “Business days, within the meaning of these of Rules, shall be all days within a year.” In paragraph 2, the words: “every business day” shall be replaced by the following: “on working days, or until 15:50 hours on weekends and holidays”. Article 10 In Article 88 paragraph 2, after the words: “DNS system” the following shall be added: “on working days”. After paragraph 2, a new paragraph shall be added, worded as follows: “Periods established by the Daily Work Time Schedule of the DNS system on weekends and on holidays shall have the following meaning: a) Period: Beginning of Day The initiation of the “Beginning of Day” period shall start the DNS system. b) Period: Exchange of payment transaction messages for the first cycle

Operating Rules amending the Operating Rules of the Central Bank of Montenegro Payment System (OGM 98/25) 3 After activating the “Exchange of payment transaction messages” period, the system is available to participants for sending payment transaction messages and other messages. c) Period: Clearing (the first cycle) Period in which the calculation in clearing is performed, as well as settlement finality of net positions at the accounts in the RTGS system and drawing up reports on executed transactions in the DNS system. d) Period: Clearing (the second cycle) Period in which the calculation in clearing is performed, as well as settlement finality of net positions at the accounts in the RTGS system and drawing up reports on executed transactions in the DNS system. e) Period: Preparation for the third cycle (pre-clearing) The “Preparation for the third cycle (pre-clearing)” period means the period when the participants may check once more the balance on their net position from the multilateral calculation in the clearing and use it for sending payment transaction messages for that day in the DNS system. f) Period: Clearing (the third cycle) Period in which the calculation in clearing is performed, as well as settlement finality of net positions at the accounts in the RTGS system and drawing up reports on executed transactions in the DNS system. g) Period: Stop clearing The “Stop clearing” period means the period of releasing reserved funds from the DNS system for that day. h) Period: Rejecting non-executed messages The “Rejecting non-executed messages” period means a part of the processing day during which the system rejects non-executed payment transactions. i) Period: Creating reports in the RTGS system on net position in the DNS system In this period, the RTGS system creates reports on the participants’ net positions in the DNS system. j) Period: Archiving Data archiving period. k) Period: End of Day The “End of Day” period means the end of the DNS system operations and end of the business day”. Article 11 In Article 89 paragraph 4, after the words: “until 19:15 hours” the following shall be added: “on working days, or until 14:15 hours on weekends and holidays”. Article 12 In Annex 9 in the heading of Tables a) and b) after the words: “SYSTEM” the following shall be added: “ON WORKING DAYS”. After Table b) two new tables shall be added, worded as follows:
