The European Central Bank issued this opinion on 11 November 2025 regarding legislative proposals to amend the Securitisation Regulation, the Capital Requirements Regulation, and the Liquidity Coverage Ratio delegated regulation. The ECB welcomes measures to simplify investor due diligence and support simple, transparent, and standardised securitisations while cautioning that excessive prudential recalibration may fail to revive the market and that synthetic securitisations pose financial stability risks. Additionally, the ECB argues that supervising compliance with STS criteria is not a traditional prudential task and should not be entrusted to prudential supervisors such as itself.
