International Trade Zone Guidelines

The Financial Services Authority of Seychelles issues these guidelines to regulate licensing, application procedures, and substantive operational requirements for businesses operating within the International Trade Zone. Licensees must secure one of five specified license types, meet minimum investment thresholds ranging from US$5,000 to US$15,000, and maintain physical premises, qualified staff, and adequate operating expenditures to qualify for targeted tax exemptions and customs benefits. The Authority mandates annual reporting, timely licence renewal, and the maintenance of a compliance manual while granting exemptions from several domestic statutes including the Employment Act, Stamp Duty Act, and AML/CFT reporting obligations.
