The Governor of the Central Bank of West African States (BCEAO), Having regard to the Treaty of the West African Monetary Union (UMOA) dated January 20, 2007, particularly Article 34, Having regard to the Statutes of the Central Bank of West African States (BCEAO), annexed to the UMOA Treaty dated January 20, 2007, particularly Articles 30 to 33 and 59, Having regard to the Uniform Act on banking regulation, particularly Articles 50 to 54 and 78, Having regard to Instruction No. 94-01 dated January 1, 1994, establishing the UMOA Bank Accounting Plan, particularly Articles 1 and 2, Having regard to Instruction No. 013-12/2010/RB dated December 13, 2010, setting the amounts of late transmission penalties for documents and information submitted to the Central Bank of West African States and the Banking Commission of the West African Monetary Union, HAS DECIDED:
Article 1: Subject Matter This instruction aims to specify the procedures for declaring summary documents, as defined in the UMOA Bank Accounting Plan (PCB), to the Central Bank of West African States, hereinafter referred to as the BCEAO.
Article 2: Methods of Data Transmission Credit institutions transmit to the BCEAO summary documents comprising periodic statements and annual accounts through the dedicated computer platform. The documents referred to in the preceding paragraph do not cover decadal statements as defined by the PCB.

Article 3: Data Quality and Transmission Deadlines Credit institutions ensure the quality of transmitted information, particularly their completeness and reliability. They are further required to observe the following declaration deadlines: • from the 1st to the 15th of the month following the reference period, for monthly, quarterly, and semi-annual statements; • before June 30 of the following year for annual accounts.
Article 4: Prescribed Format and Control Rules Credit institutions comply with the format prescribed by the UMOA Bank Accounting Plan and additional control rules, the list of which is communicated by the BCEAO to regulated entities through appropriate channels.
Article 5: Penalties Failure to comply with the rules prescribed by this instruction is subject to late transmission penalties as provided for in the current banking regulations.
Article 6: Entry into Force This instruction repeals and replaces all prior contrary provisions dealing with the same subject matter. It enters into force as of January 1, 2017, and will be published where necessary.
