Abstract: This Circular of the Financial Services Authority constitutes implementing regulations for POJK No. 15/POJK.03/2021 concerning Business Plans for Rural Banks and Sharia Rural Banks.

The legal basis for this Circular of the Financial Services Authority is: Law No. 7 of 1992 as amended several times, most recently by Law No. 4 of 2023; Law No. 21 of 2011 as amended by Law No. 4 of 2023; POJK No. 15/POJK.03/2021.

This Circular of the Financial Services Authority regulates the refinement of technical reporting arrangements and the scope of business plans due to changes in the institutional and prudential aspects of Rural Banks (BPR), including public offerings of securities through the capital market, BPR capital participation, banking synergy, consolidation policies, and the refinement of office types.

Notes: This Circular of the Financial Services Authority takes effect on the date it is established. This Circular of the Financial Services Authority was established on November 13, 2025. The preparation of Implementation Reports and Business Plan Supervision refers to the guidelines as stated in the Attachment, which forms an inseparable part of this Circular of the Financial Services Authority. The procedures for submitting Business Plans, and Implementation Reports and Business Plan Supervision are carried out in accordance with the BPR and Sharia BPR Reporting POJK. BPRs prepare Business Plans and Implementation Reports and Business Plan Supervision in the form of text files (txt) and/or portable document format (pdf). Upon the effective date of this Circular of the Financial Services Authority, Circular of the Financial Services Authority Number 28/SEOJK.03/2021 concerning Business Plans for Rural Banks is repealed and declared invalid.
