Circular CSSF 19/724: Technical Specifications for Prospectus Document Submission and Regulatory Framework Overview
The Commission de Surveillance du Secteur Financier (CSSF) issued Circular 19/724, as amended by Circulars 21/766 and 24/867, to establish technical specifications for submitting documents under Regulation (EU) 2017/1129 and the Law of 16 July 2019 on prospectuses. This regulatory framework provides a general overview of the rules governing the publication of prospectuses for securities offered to the public or admitted to trading on a regulated market. The document supersedes previous circulars, including CSSF 12/539, to ensure compliance with the updated European and national legal standards for securities offerings.
