To maximize the use of PRIME, all covered BSP Supervised Financial Institutions (BSFIs) shall submit the Weekly Reserves Report (WRR)1 and Report on Trust and Other Fiduciary Accounts (TOFA) through PRIME as prescribed under BSP Circular No. 1229 dated 11 February 2026 on the Amendments to the BSP Regulations on Reserve Requirements and Related Reports:

  1. The XML Schema Definition (XSD), Control Prooflist (CP) and Report Template, if applicable, can be downloaded from the Report Details Module of the PRIME under the BSP Relationship Management System (BRMS), which can be accessed at https://brms.bsp.gov.ph using the latest version of web browsers.
  2. The generated XML, together with the scanned CP duly signed by the authorized officials of the reporting BSFIs, shall be submitted within the prescribed deadline via the PRIME facility in accordance with the following specifications: Report Name Report Code Covered BSFI Files for Submission File extension/ Format Deadline Weekly Reserves Report (WRR) WRR Universal and Commercial Banks (UKBs) and Digital Banks (DGBs) WRR Report in XML 3 banking days after end of reference Control week Prooflist CP in PDF WRR_TB Thrift Banks (TBs) WRR_TB Report in XML 6 banking days after end of reference Control week Prooflist CP in PDF WRR_RCB Rural and Cooperative Banks (RCBs) WRR_RCB Report in XML 4 banking days after end of reference Control week Prooflist CP in PDF 1 The WRR has replaced the old report names previously used for reserves reports of UKBs, TBs, RCBs, DGBs, and NBQBs.

Parallel run of the WRR and Report on TOFA shall begin upon issuance of this Memorandum, through the use of the Sandbox module of PRIME. 4. The existing required reserves reports shall continue to be considered as the official submission of covered BSFIs until the reference week-ending 25 June 2026. 5. The live submission of the WRR and Report on TOFA shall start with reference week-ending 02 July 2026. Covered BSFIs shall submit the updated XML of these reports through the Report Submission module of the BRMS or machine￾to-machine modality, as applicable, within the prescribed deadlines. For covered banks 6. Detailed guidelines on the implementation of API-based submission via machine-to-machine modality and the use of the PRIME Submission Portal of covered banks are provided in Memorandum No. M-2023-022 dated 20 July 2023. For covered Non-Bank Financial Institutions (NBFIs) 7. Covered NBFIs shall accomplish the updated registration form as prescribed under Memoranda Nos. M-2017-028 dated 11 September 2017 and M-2024-025 dated 07 August 2024. They should also identify a maximum of two (2) authorized officers who will be registered in PRIME under the BRMS. 8. In generating their XML reports, covered NBFIs may use either their own XML converter facility or BSP XML converter facility, which is made available in PRIME under the BRMS until otherwise advised. 9. Covered NBFIs shall submit their generated XML report through machine-to￾machine modality using the NBFIs’ chosen process as coordinated with the BSP. In case submission via machine-to-machine is not yet available, covered NBFIs may use the PRIME Submission Portal under the BRMS until further notice.

Only files prescribed by the BSP for the report shall be accepted, subject to validation and applicable penalties for reporting violations as provided under existing regulations. For compliance.
