Instruction No. 04/07/2025 RFE on International Trade in Goods

Issued by the BCEAO, this Instruction mandates authorized intermediaries to submit foreign exchange forms and individual reports for imports destined to non-UEMOA states by the 10th of the following month, alongside quarterly submissions of unfiled dossiers with expired deadlines exceeding three months. It repeals all prior provisions on the same subject and establishes a clear reporting framework for external finance structures. The regulation enters into force on 1 August 2025 and applies across all relevant jurisdictions.

4 Article 9 : Report on import operations of goods destined for States non-members of UEMOA The foreign exchange forms established in the context of settling import operations for goods destined for States non-members of UEMOA, accompanied by individual reports prepared according to the model reproduced in Annex 2 of this Instruction, are sent to the BCEAO and to the Structure responsible for External Finance through the concerned authorized intermediary, no later than the 10th of the following month. The authorized intermediary communicates, within twenty working days following the end of each quarter, the status of unfiled dossiers whose dates have expired for more than three months. TITLE IV : FINAL PROVISIONS Article 10 : Entry into force This Instruction, including its Annexes which form an integral part thereof, repeals all prior provisions dealing with the same subject. It enters into force on 01 AUGUST 2025 and is published wherever necessary. Done at Dakar, on 7 July 2025
