INSTRUCTION NO. 002/99-CSBF amending INSTRUCTION NO. 003/94/CCBEF of December 29, 1994 regarding the division of risks for banks and financial institutions

The Banking and Financial Supervision Commission (CSBF) of Madagascar amends Article 8 of its December 1994 risk division instruction to mandate that regulated financial institutions maintain a risk-to-own-funds ratio of 35% effective January 1, 2000, and 30% effective January 1, 2001. This adjustment tightens the maximum allowable exposure to a single beneficiary relative to available capital, thereby reinforcing institutional liquidity and solvency. All prior contradictory provisions are explicitly repealed to ensure seamless regulatory compliance across the banking sector.
